Will the Minister of HEALTHAND FAMILYWELFAREbe pleased tostate:
(a) the total number of beneficiaries covered and the number of hospital admissions
registered under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) in
the country, State-wise, particularly in Gujarat and Udaipur district of Rajasthan and
Nabarangpur andMalkangiri district of Odisha;
(b) the steps taken by the Government to expand health insurance coverage andto strengthen
primary healthcare services through Ayushman Arogya Mandirs, along with the progress
achievedinthe said districts;
(c) the measures taken by the Government for the expansion of digital health initiatives such
as Ayushman Bharat Health Account (ABHA) under the Ayushman Bharat Digital Mission
(ABDM) and their integration with other schemes, along with the number of ABHA ID
createdinthe said districts;
(d) the impact of the said scheme in reducing out-of-pocket health expenditure for the people
and towards achieving the goal of Universal Health Coverage (UHC) including district-wise,
detailsfor Nabarangpur andMalkangiri; and
(e) the number of beneficiaries and the amount of funds spent under the said scheme in the
State of Rajasthan, particularly in the Bhilwara Parliamentary Constituency, during the last
three years, district-wise andyear-wise?

(SHRIPRATAPRAOJADHAV)
(a) and (b): Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) provides
health coverage of Rs. 5 lakh per family per year for secondary and tertiary carehospitalization to 12 crore economically vulnerable families, constituting the bottom 40% of
India's population. In March 2024, the scheme was expanded to include approximately 37
lakh families of Accredited Social Health Activists, Anganwadi Workers, and Anganwadi
Helpers. The scheme was further expanded in October 2024 to cover 6 crore senior citizens
of age 70 years and above belonging to 4.5 crore families irrespective of their socio-
economicstatus.
As on30.06.2026, a total of 12.69crore hospital admissions have been authorized underAB-
PMJAYacross the country. The State/UT-wise detailsof eligible beneficiary familiescovered
and authorized hospital admissions underthe Scheme, including Gujarat, are at Annexure.A
total of 5.01 lakh hospital admissions have been authorized in Udaipur district of Rajasthan.
In the state of Odisha, AB-PMJAY was launched in April 2025. Since the launch of the
scheme, from April 2025 to 30.06.2026, total 11,920 and 22,808 hospital admissions have
beenauthorizedinNabarangpur andMalkangiri districts, respectively.
Through 1.86 lakh Ayushman Arogya Mandirs in the country, including 535, 224 and 103
AAMs in Udaipur district of Rajasthan, Nabarangpur and Malkangiri districts of Odisha
respectively, comprehensive primary healthcare is provided by strengthening Sub Health
CentresandPrimaryHealth Centres.
(c): The Ayushman Bharat Digital Mission (ABDM) was launched by the Government of
India in September 2021 to support the development of an integrated, citizen-centric national
digital health ecosystem and the government is progressively integrating central and state
level health programs with ABDM. Several national health programme platforms, including
AB-PMJAY, Nikshay, RCH and NCD are integrated with ABDM. In addition, various
government and private Hospital Management Information System (HMIS) have also been
integrated with ABDM, as a result of which 2.73 lakh health facilities are now using ABDM
enabled software, enabling these systems to create Ayushman Bharat Health Account
(ABHA), create & share digital health records for seamless interoperability across the
ecosystem.
The government has taken several initiatives to enhance ABDM adoption. These include
development of use cases for quickregistration, easy payments, the ‘Model Facility’ initiative
to develop selected public and private healthcare facilities across India for end-to-end
adoption of ABDM and incentivesto healthfacilities anddigital solution companies tocreate
digitalhealth records. In addition,National HealthAuthority (NHA) hasenteredintoanMoU
with CDAC and developed an affordable ABDM enabled HMIS specifically for small
healthcare facilities. Further, NHA actively promotes awareness and citizen engagement
through participation in public events such as trade fairs, marathons, medical conferences,
technology events, encouraging the creation of ABHAand the adoption of digital healthcare.
NHA, States and Union Territories also undertake targeted Information, Education &
Communication (IEC) activities and capacity-building initiatives to further strengthen
ABDM adoption.
The state-wise list of ABHA created, are maintained on a real-time dashboard and can be
accessed at:dashboard.abdm.gov.inAs on 20.07.2026, a total of 41,35,300 ABHAs have been created in Udaipur district of
Rajasthan and a total of 12,25,142 and 6,06,036 ABHAs have been created in the
Nabarangpur andMalkangiri districts of Odisha, respectively.
(d): According to the National Health AccountsEstimates2022-23, out of pocketexpenditure
asa proportion of totalhealthexpenditure declinedfrom 62.6% in2014-15 to43.4% in2022-
23. This substantial reduction indicates that households are incurring a considerably lower
share of healthcare costs directly from their own pockets, owing to increased public
investment inhealthand the expansion of publiclyfinancedhealth insurance schemessuch as
AB-PMJAY.
Further, many states have expanded the beneficiary base beyond the centrally targeted
beneficiary numbers by converging their state specific schemes with AB-PMJAY. The
expansion of the beneficiary base under AB-PMJAY, coupled with the integration of various
state health insurance schemes, has significantly enhanced the scheme's outreach among
vulnerable populations across the country.These initiatives have broadened the coverage of
the scheme, contributing towards the Government's vision of achieving Universal Health
Coverage.
Since the launch of the Scheme in Odisha in April 2025 and up to 30.06.2026, 11 lakh and
5.46 lakh Ayushman cards have been created in Nabarangpur and Malkangiri district
respectively, enabling eligible beneficiaries to avail cashless treatment at empanelled
hospitals across the country. During the same period, a total of 11,920 hospital admissions
amounting to Rs. 24.76 crore and 22,808 hospital admissions amounting to Rs. 66.17 crore
have beenauthorizedin Nabarangpur andMalkangiri districts respectively.
(e): A total of 66.37 lakh families are eligible under AB-PMJAY in Rajasthan. A total of
58.21 lakhhospital admissions amounting toRs. 6,513.29crore, have beenauthorized during
the last three years (FY 2023-24 to FY 2025-26) in Rajasthan. The constituency-wise data is
not captured underAB-PMJAY, however, the district-wise andyear-wise detailsof numberof
beneficiaries and hospital admissions authorized during the last three years in the districts
underBhilwara LokSabhaParliamentary Constituency are asunder:
