Shri Aditya Yadav: Will the Minister of RURAL DEVELOPMENTbe pleased to state: (a) whether the Government has examined the infrastructural gaps relating to rural roads,housing, community assets and connectivity facilities in Budaun district of Uttar Pradesh, whichdirectly affect agricultural productivity, market access and the rural standard of living, if so, thedetails thereof; (b) the steps taken by the Government through district-specific planning and targetedinvestments to strengthen rural roads, housing arrangements, sanitation facilities and sharedinfrastructure in the district; and (c) if not, the reasons therefor? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) &(b): With a view to addressing the infrastructural gaps relating to rural roads, housing, community assets, and connectivity facilities, the Ministry of Rural Development(MoRD) is implementing schemes/programmes such as Pradhan Mantri Gram SadakYojana (PMGSY), Pradhan MantriAwaasYojana-Gramin (PMAY-G) and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA) in rural areas of the country, including the Budaun district of Uttar Pradesh. PMGSY is a one-time special intervention to provide all- weather road connectivity to eligible unconnected habitations. Over the years, the scheme has evolved through various verticals such as PMGSY-II, PMGSY-III, and Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA), focusing on the consolidation and upgradation of the rural road network to enhance Page 1 of 4agricultural productivity and market access.To further strengthen rural infrastructure, the Government launched PMGSY-IV in September 2024, for the period of 2024-25 to 2028-29, targeting unconnected habitations with a population of 500+ in plain areas and 250+ in Special Category areas as per Census 2011. A total of 281 road works covering a length of 810.30 km have been sanctioned for Budaun district across various verticals of PMGSY and 100% of these sanctioned works have been completed, ensuring connectivity for the rural population of the district. For housing, in order to achieve the target of "Housing for All" in rural areas, MoRD has been implementing PMAY-G with effect from 1st April 2016 to provide assistance to eligible rural households with an overall target to construct 4.95 crorepucca houses with basic amenities by 2029. The Union Cabinet approved the implementation of PMAY-G for the construction of 2 crore additional rural houses during FY 2024-25 to 2028-29. As on 05.02.2026, in Badaun district of Uttar Pradesh, 44776 houses have been sanctioned and 44,610 houses have been completed. To maximize benefits for beneficiaries, convergence with other schemes is being encouraged. The guidelines support toilet construction through convergence with Swachh Bharat Mission- Grameen (SBM-G), MGNREGA, or other dedicated funding sources. Similarly, convergence for piped drinking water, electricity connections, LPG gas connection, solar lanterns, cleaner cooking energy, solar rooftops and linkage with Self-Help Groups (SHGs) platform under Government programs is also being done. MGNREGA is a demand driven wage employment scheme, with an objective to provide not less than one hundred days of unskilled manual work as a guaranteed employment in every financial year to every household in rural areas as per demand. In addition to generating employment, MGNREGA has created durable community assets such as rural infrastructure, drought proofing, flood control and protection, land development, micro irrigation works, renovation of traditional water bodies, rural connectivity, water conservation and harvesting, and works on individual land, thereby strengthening the rural infrastructure base. The Category wise details of works taken up under MGNREGS during 2025-26 in the District of Badaun in Uttar Pradesh (as on 5th February 2026) is given at Annexure. Apart from this, MoRD is implementing the DeendayalAntyodayaYojana – National Rural Livelihoods Mission (DAY- NRLM), which aims at mobilising rural poor women households into SHGs and provide them with long-term support so Page 2 of 4that they diversify their livelihoods, improve their incomes and lead a better-quality life. Targeted interventions have been undertaken under DAY-NRLM to strengthen the supporting ecosystem through the Uttar Pradesh State Rural Livelihoods Mission (UPSRLM) in Budaun district of Uttar Pradesh. Under livelihood promotion efforts, 19,750 SHGs (Self-Help Groups) have been formed, with 2,01,797 members integrated into economic activities. 224 Producer Groups comprising 10,007 members, along with one Producer Enterprise comprising 6,925 members, have been formed, and FPOs run by SHGs have been established in districts to improve outcomes in the agricultural and allied sectors. To enhance market access and connectivity, SARAS stores have been established at district and block levels, and SHG members are being facilitated to participate in SARAS Melas across the country. More than 100 SHG products are registered on E SARAS, Amazon, Flipkart and Meesho for online marketing, thereby improving market linkages and income opportunities. These initiatives have contributed to improving agricultural productivity, enhancing market access, and raising the rural standard of living in Budaun district of Uttar Pradesh.
