SHRI PATEL UMESHBHAI BABUBHAI: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) whether the Government is aware that the subsidy/concession rate on diesel given earlier for fishing activities and traditional fishermen of Daman and Diu has been currently not available/discontinued, if so, the reasons therefor; (b) the subsidy/concession currently available on diesel for fishing activities to the registered fishermen in the State of Gujarat and that price of one litre of diesel available to them in comparison with the price of one litre of diesel available to fishermen of UT of Daman and Diu; (c) whether the Government is considering to extend the benefit of subsidy or concessional rates on diesel to the fishermen of the UT of Dadra and Nagar Haveli and Daman and Diu also, on the lines of Gujarat, so as to reduce their operational costs and strengthen their livelihood; and (d) if so, the action taken by the Government till date so far in this regard and the time by which the said facility is likely to be implemented, if not, the reasons therefor? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) to (d) : The subsidy/concession rate on diesel to the fishermen has been provided by the respective State Governments/Union Territories, by exercising their powers to frame their own taxation and welfare policies for the fisheries sector. The UT Administration of Dadra Nagar Haveli, Daman & Diu, has informed that they been providing exemption to fishermen from payment of whole of Value Added Tax (VAT) levied on sale of High Speed Diesel (HSD). The UT Administration of Dadra Nagar Haveli, Daman & Diu, has also informed that as per Gazette Notification No.DMN/VAT/25-4/HSD/ 2023-24/438 dated 1st March 2024, VAT exemption on sale of High Speed Diesel is applicable till 19th February 2029. Further, UT Administration of Dadra Nagar Haveli, Daman & Diu, has informed that diesel rate for registered fishermen in Daman & Diu is Rs. 91.77 per litre.The Government of Gujarat has informed that all mechanized fishing boats operating in Gujarat that use diesel for fishing activities, including deep-sea fishing boats, are issued Diesel Cards. It is informed that eligible fishing boats are provided Diesel VAT relief at a maximum rate of ₹15.00 per litre. However, if the applicable VAT per litre is less than ₹15.00, the subsidy is restricted to the actual VAT amount, and the payable subsidy is reduced accordingly. Diesel price varies based on Market price and amount of VAT is reimbursed to the beneficiary through DBT. UT Administration of Dadra Nagar Haveli, Daman & Diu has informed that as VAT exemption on sale of High Speed Diesel is applicable till 19th February 2029, the question of extending any additional diesel subsidy or concession to fishermen in the Union Territory may not arise. *****
