Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the details of funds allocated, released and utilised for the implementation of the Sugamya
Bharat Abhiyan from Financial Year 2015-16 to Financial Year 2024-25, year and State/UT-
wise;
(b) the number of applications received, approved and pending under the Unique Disability ID
(UDID) project from March 2016 to March 2026, year and State/UT-wise;
(c) the number of Divyangjans linked to the UDID’s central database, State/UT-wise;
(d) whether the Government intends to establish a disability registry to gather accurate data
regarding Divyangjans and their status, if so, the details thereof; and
(e )the policy measures being taken by the Government to address the increase in dropout rates
among Divyangjans children at the primary and higher secondary levels?

(a) The Accessible India Campaign, also known as “Sugamya Bharat Abhiyan”, is a
nationwide initiative to create a barrier-free environment for persons with disabilities (PwDs).
The Details of the details of State/UT-wise and year-wise funds released and utilised for the
implementation of the Sugamya Bharat Abhiyan from Financial Year 2015-16 to Financial
Year 2024-25 is Annexure -I.
(b) Under the UDID sub-scheme, a centralized online platform, namely the UDID
Portal(https://swavlambancard.gov.in/), has been developed for issuance of Disability
Certificates and Unique Disability Identity (UDID) Cards to eligible persons with disabilities
through hospitals authorized by the respective State/UT Governments. The year-wise and
State/UT-wise details of applications received, approved and pending under the UDID Project
from March, 2016 to March, 2026 are given at Annexure-II.
(c and d) : Government has established a centralized national database of persons with
disabilities under the Unique Disability Identity (UDID) Project. UDID Portal serves as anational repository of certified persons with disabilities by integrating data received from
hospitals authorized by the respective State/UT Governments for issuance of Disability
Certificates and UDID Cards. The database is continuously updated as new applications are
processed and disability certificates/UDID Cards are issued. State/UT-wise number of persons
with disabilities linked to the UDID central database is given at Annexure-III.
(e) : The Department of School Education & Literacy is implementing the Samagra Shiksha
Scheme wherein the following measures are taken to address dropout rates and enhance
enrolment, retention and participation of CwSN at the primary and higher secondary levels:
Under the Scheme, financial assistance of ₹3,500 per enrolled CwSN per annum is provided
for identification and assessment, aids and assistive devices, transportation, escort and scribe
allowance, Braille and large-print books, teaching-learning materials and other support
services, including home-based education. In addition, a stipend of ₹2,000 per annum is
provided through Direct Benefit Transfer (DBT) to Divyang girl students to encourage regular
school attendance.
To facilitate early identification and timely educational intervention, the Department has
developed PRASHAST (Pre-Assessment Holistic Screening Tool) for screening school-going
children aged 3–18 years for the identification of disabilities. The Government has also notified
Pupil-Teacher Ratio (PTR) norms for Special Educators in general schools to strengthen
inclusive education.
Further, NCERT has developed accessible digital learning resources on the DIKSHA platform
based on Universal Design for Learning (UDL), including Indian Sign Language (ISL)-based
content and assistive learning materials
