**Summary:**

**Increase in Sugar Mills:** Over the past five sugar seasons (2020-2021 onwards), 22 new sugar mills have been established in India. The state-wise distribution is as follows: Maharashtra (7), Karnataka (9), Madhya Pradesh (2), Uttar Pradesh (4), and Telangana (0).
**Aska Sugar Factory Revival (Odisha):** The Aska Co-operative Sugar Industries Ltd. in Odisha received a modernization loan of Rs. 718.57 lakhs from the Sugar Development Fund (SDF). Due to default in repayment, the SDF loan was restructured on November 1st, 2022. The Government of Odisha submitted a project report on July 27th, 2022, proposing a 100 KLPD Grain Based Ethanol Plant for the revival of the Aska Cooperative Sugar Industries Ltd.
**Sugar Mills in West Champaran (Bihar):** According to the Government of Bihar, all five sugar mills in West Champaran have made 100% payment of sugarcane prices for the crushing season 2024-2025 and previous seasons. The state government reports no received complaints regarding irregularities in weighing or exploitation of farmers by sugar mills in West Champaran during the 2024-2025 crushing season.

be pleased to state:
(a) : whether the number of sugar mills in the country has increased during the last
five years;
(b): if so, the details thereof, State-wise;
(c): whether the Government has any plan for revival of the Aska sugar factory in
the State of Odisha and if so, the details thereof;
(d): whether the sugar mills of West Champaran in Bihar have been exploiting the
farmers and complaints of non timely payment of sugarcane dues and irregularities in
weighing have been reported therefrom; and
(e): if so, whether the Government proposes to investigate such sugar mills and
take action
thereupon?

(a) & (b): During last five years i.e. from sugar season 2020-2 1, total 22 nos. of new
sugar mills have been established in the country. The state wise list is as under:

(c): The Modernisation Loan of Rs.718.57 lakhs was disbursed to M/s. Aska Co-
operative Sugar Industries Ltd., Aska, District Ganjam, Odisha from Sugar Development
Fund (SDF). The sugar mill was in default in respect of repayment of the loan. On the
request of the sugar mill, the said SDF Modernisation loan has been restructured on
01 1 1 .2022
Further, As per the Govt. of Odisha, a project report of 100 KLPD Grain Based
Ethanol Plant for revival of the Aska Cooperative Sugar Industries Ltd. has been submitted
to the Special Secretary, Govt. ofOdisha on 27.07.2022.
(d) & (e): As per the Govt. of Bihar, all the five sugar mills of West Champaran have
made 100% payment of sugarcane price in the crushing season 2024-25 and earlier seasons.
The State Government has not received any complaints regarding irregularities in
weighing and exploitation of farmers by sugar mills in West Champaran in crushing season
2024-2025
