Parliament Question: Supply of Foodgrains to Flood-affected Districts

GOVERNMENT OF INDIA MINISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION DEPARTMENT OF FOOD AND PUBLIC DISTRIBUTION LOK SABHA UNSTARRED QUESTION NO. 502 TO BE ANSWERED ON 22ND JULY, 2026 SUPPLY OF FOODGRAINS TO FLOOD-AFFECTED DISTRICTS 502. MD. RAKIBUL HUSSAIN: Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a): whether the Government has ensured uninterrupted and adequate supply of food grains to flood-affected districts of Assam during the recent flood seasons, in view of large-scale displacement and loss of livelihoods; (b): if so, the quantum of food grains released and distributed as relief including allocations under the National Disaster Response Fund (NDRF), State Disaster Response Fund (SDRF) and other special packages, district and scheme-wise; (c) : the details of Union and State agencies involved in the procurement, transportation, storage and distribution of such relief foodgrains along with the coordination mechanism put in place to avoid delays and shortages; and (d): the details of the total expenditure incurred by the Union Government on procurement, transportation, storage and distribution of food grains for flood relief in Assam during the last five years? ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS. FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA) (a): The Government of India ensures availability of adequate stocks offoodgrains in its depots and releases the stock as per allocation offoodgrains made to all States/ UTs (including Government of Assam) on the basis of identification of beneficiaries reported by them. District-wise allocation is being made by concerned States/ UTs. Further, distribution offoodgrains to flood-affected areas falls within the jurisdiction of the State Government(b): The allocation offoodgrains to Government of Assam for F.Y. 2025-2026 is 16,95 Lakh MT offoodgrains (i.e. 16.41 Lakh MT of Rice under National Food Security Act and 0.54 Lakh MT of Wheat under Tide-Over category) & for F. Y. 2026-27 (upto June 2026) is 4.23 Lakh MT offoodgrains (i.e. 4.11 Lakh MT of Rice under National Food Security Act and 0.12 Lakh MT of Wheat under Tide-Over category) . Food Corporation of India releases foodgrains based on allocations made by the Government of India and as per indents received from the respective State Governments. The details of sale through OMSS (Domestic) to State Government without e-auction during the flood season is as under:- (Qty. in MTs) F. Y Sub-Allocation Lifting 2025-26 14536 2339.51 2026-27(upto 17000 149.53 June 2026 The actual distribution to beneficiaries and scheme-wise utilization (including SDRF/ NDRF etc.) falls under the purview of the State Government. The district-wise lifting status is Annexed. (c): The Government through FCI, stores foodgrains mainly wheat and rice at designated depots/ warehouses across the country as per the requirement and distribution under NFSA and Other Welfare Schemes. Further, the procurement, storage and transportation offoodgrains up to designated depots/ points is done by FCI. FCI along with other State Agencies undertakes procurement of wheat and paddy under price support scheme. Procurement offoodgrains from farmers is mostly undertaken by State Govt. agencies and the share of FCI in Minimum Support Price (MSP) procurement operations is, as such, very limited. Distribution offoodgrains to the beneficiaries, including in flood-affected areas, is undertaken by the State Government, through its designated agencies. Coordination is carried out as per existing guidelines and through regular interaction between FCI, State Government Officials and other concerned authorities(d): Department of Food and Public Distribution reimburse the expenditure incurred by StaRs including Assam, that have opted for Decentralized Procurement (DCP) mode for distribution of food-grains to the beneficiaries of Central Schemes as per allocation made by Government of India. The difference between Economic Cost and Central Issue Price (CIP), at which foodgrains are issued to States, is reimbursed to Food Corporation of India (FCI) and DCP States as food subsidy. Funds are also released to FCI for maintenance of buffer stocks. The food subsidy released to D(=P States & FCI is made as per budgetary allocation made by Ministry of Finance (MoF). State wise funds are not allocated by MoF. Further, funds are also released by Food Corporation of India (FCI) to the States for the quantum of food-grains handed over to them by States for Central Pool. Assam is a DCP State for only 2 districts and has adopted DCP mode since 2023-24.
