SHRI EATALA RAJENDER: Will the Minister of HOUSING AND URBAN AFFAIRS be please to state: (a) whether the Union Government is aware that the Telangana Government’s Musi Riverfront Development Plan aims to enhance climate resilience in urban areas and if so, the details thereof; (b) whether the said plan is aligned with the MoHUA's 2021 document titled “River-Centric Urban Planning Guidelines” which incorporates climate change considerations, recommends active and passive recreational spaces and calls for eco-sensitive zoning regulations and if so, the details thereof; (c) whether it is a fact that the estimated cost of the project ranges between Rupees one lakh crore to Rupees one and a half lakh crore and that securing adequate funding for its execution has been challenging and if so, the details thereof; and (d) whether the Union Government proposes to extend substantial financial or technical support for such large-scale urban climate- resilience projects especially in view of the growing vulnerabilities of Indian cities including recent flooding of streets in Hyderabad and other such incidents attributed to poor drainage and if so, the steps taken or proposed to be taken in this regard? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d) As per the 12th Schedule of the Constitution, Urban Planning is the responsibility of Urban Local Bodies (ULBs)/ Urban Development Authorities. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States through various schemes/ Missions. …2/--2- Musi Riverfront Development Project is an initiative of the State Government aimed at addressing pollution, mitigating floods and restoring ecological balance of the river while integrating urban development with environmental sustainability. As informed by the State, steps have been taken for preparation of Master Plan for Musi Riverfront Development Project. The “River-Centric Urban Planning guidelines” of Ministry of Housing and Urban Affairs (MoHUA) and also various other guidelines issued by Ministry of Jal Shakthi, etc. related to river planning are the basis for preparation of Detailed Project Reports (DPRs) for Musi Rejuvenation project. As part of the Project, the Govt. of Telangana has sought assistance of Central Govt. for allocating funds under various schemes/ programmes of central Government and also approached multilateral development banks/ multi lateral agencies. The State Government has submitted preliminary project report (PPR) on Musi Riverfront Development Project for World Bank-IBRD Loan of USD 500 million.
