(a) whether the Government proposes to promote scientific research,
innovation and technology development in Amroha district, Uttar Pradesh,
so as to support local industry, education and sustainable development;
(b) if so, the details of approved research projects, developed
laboratories and outcomes achieved in the district; and
(c) if not, the reasons therefor?

(b) Department of Scientific & Industrial Research (DSIR) is operating a
Central Sector Scheme called “Industrial Research Development (IRD)”
comprising of Schemes BIRD-Crf and PACE (Patent Acquisition and
Collaborative Research and Technology Development), A2K+ to support
and promote scientific research, innovation and technology development.
The schemes of the Department are not State specific. The BIRD-Crf aims
to establish Common Research and Technology Development Hubs
(CRTDHs) in Public Funded Institutions / research organizations to support

innovative products and new technologies with a view to enhance their
productivity and competitiveness. Department has supported 18 CRTDH
hubs so far to promote industrial R&D and innovation dedicated for
MSMEs and start-ups. PACE scheme supports collaborative research
between Indian Industry and R&D organizations/ academic institutions/
universities for development and demonstration of lab scale technologies,
aimed at commercialization of new products and processes. A2K+
scheme supports knowledge-sharing Events, Studies to document findings
and outcomes of the research carried out on specific technological issues
and adoption of new technologies by women for greater operational
efficiency under the “Technology Development and Utilization Programme
for Women” (TDUPW) component of the A2K+ scheme. The schemes of
DSIR are implemented in project mode and call for proposals for financial
support related to S&T projects are placed on the Department’s website.
Council of Scientific and Industrial Research (CSIR), an autonomous
organization with DSIR, is also not operating any state-specific scheme
and the CSIR laboratories with PAN India presence are supporting local
Industries/MSMEs for sustainable technology development. Brief details of
projects executed in Amroha District to promote scientific research,
innovation, and technology development is as under:
Under CSIR-Aroma Mission, CSIR-Central Institute of Medicinal and
Aromatic Plants (CSIR-CIMAP), Lucknow is actively promoting scientific
research, innovation and technology-led development of cultivation of
aromatic crops like menthol mint in Amroha district through sponsored
projects. Under the initiative from 2022-2025, improved menthol mint
varieties and cultivation technologies particularly variety CIM-Unnati and
Early Mint Technology (EMT) were disseminated among farmers of
Amroha and Sambhal. These interventions were demonstrated and
adopted by more than 900 farmers on 1000 acres area, leading to
significant improvement in cultivation, post-harvest technologies, oil
yield, quality and overall enhancement of farm income. CSIR-Indian
Institute of Toxicology Research (CSIR-IITR), Lucknow has executed a
sponsored project entitled “Assessment of ground water quality through
Page 2 of 3samples collected from Piezometers and monitoring wells under Yamuna
Basin, Central Ganga Basin and Ram Ganga Basin of Uttar Pradesh”. This
project has been funded by Ground Water Department (GWD), Government
of Uttar Pradesh. Under this project 04 districts were covered under the
Ram Ganga Basin of Uttar Pradesh in the year 2021, out of which one was
Amroha.
Department of Biotechnology (DBT) is also promoting research and
innovation through its nationwide Bio-RIDE (Biotechnology Research
Innovation and Entrepreneurship Development) scheme, which is also
applicable to the state of Uttar Pradesh. At present, Department of
Biotechnology is not having any ongoing project in the Amroha District of
Uttar Pradesh.
Anusandhan National Research Foundation (ANRF), erstwhile SERB,
is a national funding agency to promote research and development and
foster a culture of research and innovation in Universities, Colleges,
Research Institutions and R&D laboratories throughout the country. ANRF
has launched several programs like ARG, PMECRG, IRG, PAIR, MAHA EV
Mission, NPDF, Ramanujan Fellowship, JC Bose Grant etc. to promote
scientific research, innovation and technology development. Organization
is not having any district specific programs and open calls for all the
programs are announced nationwide.
