GOVERNMENT OF INDIA MINISTRY OF PLANNING LOK SABHA UNSTARRED QUESTION NO. 4098 TO BE ANSWERED ON 12.08.2026 SUSTAINABLE DEVELOPMENT GOAL 4098. SHRI RAMASHANKAR VIDHARTHI RAJBHAR: Will the Minister of PLANNING be pleased to state: (a) the details of progress made by India at present as per the indicators set for achieving the Sustainable Development Goals (SDGs) by the year 2030; (b) the performance of the States and districts recorded below the national average; (c) the details of special development strategy prepared for the backward districts of Purvanchal especially Deoria and Ballia; and (d) whether the Government proposes to lay the district wise ranking of SDG indicators on the table of the Parliament every year and if so, the details thereof? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS & PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) (a) & (b) NITI Aayog has developed the SDG India Index, which measures the progress of States and Union Territories on the 17 Sustainable Development Goals (SDGs) using the National Indicator Framework and data provided by the concerned Page 1 of 2Ministries/Departments of the Government of India. The SDG India Index presents the progress made by the States and Union Territories towards achieving the SDGs and promotes competitive and cooperative federalism. The performance of the states is available in the public domain and can be accessed at https://www.niti.gov.in/sites/default/files/2024-07/SDG_India_Index_2023- 24.pdf Additionally, District-level assessment has been undertaken by NITI Aayog and Ministry of Development of North Eastern Region (MDoNER) for the North Eastern States through the North Eastern Region District SDG Index. The latest report of NER SDG District Index can be accessed at: https://www.niti.gov.in/sites/default/files/2025- 07/SDG-NER-Report.pdf. Few State Governments have also prepared state-specific District SDG Indices based on the methodology of the SDG India Index. (c) NITI Aayog launched the Aspirational District Programme (ADP) in 2018 and Aspirational Blocks Programme (ABP) in 2023 with an aim to rapidly transform 117 Districts and 513 Blocks. Progress under ADP is monitored through 49 Key Performance Indicators (KPIs), ensuring a structured approach to governance and service delivery. ABP employs 40 Key Performance Indicators (KPIs) across key social sectors, to monitor progress, foster healthy competition among Districts and improve grass roots service delivery. Performance of Aspirational Districts and Aspirational Blocks is reviewed regularly, and they are ranked based on the progress made on the defined indicators which is available in the public domain on the Champions of Change Dashboard for ADP (http://championsofchange.gov.in/site/coc- home/) and ABP (https://abp.championsofchange.gov.in/) respectively.
