ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRIRAJIVRANJAN SINGH ALIAS LALAN SINGH) a) SVAMITVA Scheme was launched by the Hon’ble Prime Minister on National Panchayati Raj Day, 24th April 2020 with a resolve to enable the economic progress of Rural India by providing“Record of Rights” to every rural household owner. The scheme aims to demarcateinhabited(Abadi) landinrural areasthrough thelatest surveying drone technology, and it isa collaborative effort of the Ministry of Panchayati Raj, State Revenue Departments, StatePanchayati Raj Departments, andSurveyof India. The scheme covers multifarious aspects viz. facilitating monetization of properties and enabling bank loans; reducing property-related disputes; comprehensive village-level planning, which would be the stepping-stone towards achieving Gram Swaraj in the true sense andmaking rural India Atmanirbhar. The SVAMITVA Scheme improves access to institutional credit by providing rural abadi property owners with formal, legally recognized property cards that serve as proof of 1ownership. Before the scheme, many rural property owners lacked proper documentation of property ownership, making it difficult for them to access credit from formal financial institutions. As on January 29, 2026, 31 states/union territories have been included in the SVAMITVA scheme. Out of total 3.44 lakh villages, drone surveys have been completed in 3.29 lakh villages and3.06crore propertycardshave beenprepared for 1.86lakh villages, out of which 2.63crore propertycardshave beendistributed. (detailsat Annexure-I). This shows that SVAMITVA Scheme has been successful in digitizing land records and empoweringrural citizens byprovidingthemwith the Recordof Rights. b) Under SVAMITVA Scheme in Madhya Pradesh, as on date, drone survey is completed inall the 43,014 notified villagesand propertycards have been preparedin 39,474 villages. Total 53 lakh property cards (Adhikar Abhilekh) have been distributed across 33 thousand villages. c) As per informationavailable on the Jan Suraksha portal of the Department of Financial Services, Ministry of Finance, loans worth Rs. 1679.62 crore have been disbursed to 10,913 property card holders across the country so far. Of this, in Madhya Pradesh, loans worth Rs. 151.63 crore have been disbursed to 1976 property card holders. Ministry of Panchayati Raj has received various success stories from the State wherein, beneficiaries of SVAMITVA Scheme have used SVAMITVA property card to avail bank loan for house construction, vehiclepurchase, business expansion, andexpanding dairybusiness etc. The State has notified 43,014 inhabited (Abadi) villages for coverage under SVAMITVASchemeanddrone survey hasbeencompletedin allthe villages.
