GOVERNMENT OF INDIA MINISTRY OF PANCHAYATI RAJ LOK SABHA UNSTARRED QUESTION NO. 2545 ANSWERED ON 04.08.2026 SVAMITVA SCHEME 2545.SHRI M MALLESH BABU: Will the Minister of PANCHAYATI RAJ be pleased to state: (a) whether the Government has examined the scope for integrating geospatial datasets generated under the Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas (SVAMITVA) Scheme relating to villages in Kolar district of Karnataka with PM Gati Shakti; (b) the details of consultations held with relevant Ministries, State agencies, local bodies and technical institutions regarding utilisation of cadastral and geospatial data for development planning; (c) whether integration of such datasets is expected to improve planning of village roads, drinking water systems, public utilities, solar infrastructure and community assets, if so, the details thereof; (d) the measures taken to ensure interoperability of SVAMITVA datasets with other digital governance frameworks, land information systems and geospatial platforms; and (e) the future roadmap for leveraging village-level geospatial information to support rural planning, convergence of schemes and effective governance in the district? ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) Yes Sir. The Government has examined the scope for integrating geospatial datasets generated under the Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas (SVAMITVA) Scheme. The Geospatial datasets generated under SVAMITVA for 7 States/ UTs (including Karnataka) has been shared for integration with PM Gati Shakti. (b) The Ministry of Panchayati Raj has so far conducted 7 National level Workshops inviting Ministries/Departments, State Agencies, Rural Local Bodies and Technical Institutions. These consultations were aimed at fostering better understanding of the use of SVAMITVA data and its integration with the Gram Manchitra Application, a spatial planning application 1developed by Ministry of Panchayati Raj to help Gram Panchayats in better development planning. Workshop details are attached in Annexure-I. (c) Yes Sir. The Gram Manchitra application developed by this Ministry is a Spatial Planning Application for facilitating and supporting Gram Panchayat users to perform planning at Gram Panchayat level with the use of Geo-spatial Technology. The application has tools like road estimate preparation, street light estimation, solar potential assessment etc. The high-resolution drone imagery generated under SVAMITVA Scheme are integrated with the Gram Manchitra Application which is further used to improve planning of village roads, drinking water systems, preparation of village drainage network plans, public utilities, solar infrastructure and community assets for an effective Gram Panchayat Development Planning (GPDP) at the Panchayat level. (d) Yes Sir. The Ministry has taken measures to ensure interoperability of SVAMITVA datasets with other digital governance frameworks, land information systems and geospatial platforms. For instance, the Ministry has integrated SVAMITVA datasets with digital platforms like Gram Manchitra. These datasets are also shared with other geospatial platforms like PM Gati Shakti. Further, States/UTs also strengthen interoperability of SVAMITVA datasets with their own platforms such as the interoperability of the SVAMITVA datasets with the e-Swathu system of Karnataka. (e) Under SVAMITVA Scheme, the State of Karnataka is conducting drone flying in 15 districts (including Kolar district) whereas Survey of India is conducting drone flying in remaining 16 districts of Karnataka. In Kolar district, drone flying is completed in 1,817 villages, 711 Map-1 have been shared, ground truthing has been completed in 286 villages and 20,364 property cards has been prepared for 230 villages. The future roadmap of this Ministry envisages leveraging the geospatial data of the SVAMITVA Scheme and Gram Manchitra Application to support evidence-based rural planning such as Gram Panchayat Development Plan (GPDP), convergence of Central and State Government schemes, infrastructure and asset planning under the PM GatiShakti, improved service delivery, and informed decision-making by the Gram Panchayats of districts including Kolar district. *** 2Annexure-I The details of consultations held by MoPR in 7 workshops with participation for Ministries, State agencies, local bodies and technical institutions regarding utilisation of cadastral and geospatial data for development planning: Sr. Workshop Date Venue No Discussion on Spatial and Development Planning with the help New 1.
