GOVERNMENT OF INDIA MINISTRYOF PANCHAYATIRAJ RAJYASABHA UNSTARREDQUESTION NO. 2968 ANSWEREDON 18.03.2026 SVAMITVASCHEME 2968#ShriSubhashBarala: ShriAshokrao ShankarraoChavan: ShriKesridevsinh Jhala: ShriAditya Prasad: ShriBrij Lal: Dr.ParmarJashvantsinh Salamsinh: Smt.Seema Dwivedi: ShriNarayana Koragappa: ShriMasthan Rao Yadav Beedha: ShriSadanandMhalu Shet Tanavade: Dr.Bhagwat Karad: ShriAmar PalMaurya: Will the Minister of PANCHAYATIRAJ be pleased to state: (a) the number of property cards distributed under the Survey of Villages and Mapping with Improvised Technology in Village Areas (SVAMITVA) Scheme so far, State-wise details thereof,includingUttarPradesh; (b) the steps taken to ensure completion of property card distribution in all remaining unmappedvillages; (c) details of the villages mapped using drone technology and the timeline for achieving full coverage; (d) the manner in which the scheme has contributed to reduction of property-related disputes inrural areas; and (e) the extent of share of women beneficiaries recognized as owners or co-owners under SVAMITVA? 1ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRIRAJIVRANJAN SINGH ALIAS LALAN SINGH) (a) Under the SVAMITVAScheme, as on 11thMarch 2026, drone survey has been completed in 3.29 lakh villages out of targeted 3.44 lakh villages. 3.10 crore property cards have been prepared for 1.87 lakh villages and 2.65 crore property cards have been distributed. In Uttar Pradesh, 1.15 crore Property Cards have been prepared and 1.01 crore Property Cards have been distributed. The State/UT-wise details of Property Cards prepared and distributed and are at Annexure-I. (b) and(c)As on 11 March 2026,drone survey hasbeencompletedin3.29lakhvillages out of targeted 3.44 lakh villages. Ministry of Panchayati Raj provides funds to Survey of India for completion of drone survey and Maps preparation. Subsequent activities such as ground truthing, preparation and distribution of property cards are undertaken by States/UTs. Ministry of Panchayati Raj is continuously engaging with States/UTs and Survey of India for monitoringthe progress of the Scheme andfor timelycompletionof the Scheme. (d) The SVAMITVA Scheme aims to demarcate rural inhabited land using drone survey and Continuously Operating Reference Stations technologyto createhigh accuracymaps of abadi areasof villages. These highlyaccurate mapshelpreduce property-relateddisputes byclearly demarcating property boundaries and creating Record of Rights. Furthermore, transparent process of ground verification and dispute resolution ensures that ownership records are finalizedfairlyand accurately. (e) Ministry of Panchayati Raj does not maintain gender-wise record of number of beneficiaries.
