Will the Minister of JAL SHAKTI be pleased to state:
(a) the details of the number of villages, districts and States/Union Territories (UTs)
expected to be covered under Swachh Survekshan Grameen during 2025-26, State/UT-wise,
particularly with special reference to Maharashtra;
(b) the criteria on the basis of which villages, districts and States/UTs are likely to be ranked;
(c) whether any steps have been taken to ensure transparency and accountability during the
survey; and
(d) if so, the details thereof and if not, the reasons therefor?

(a) The proposed coverage of Swachh Survekshan Grameen 2025 (SSG 2025) is 34 States/UTs
(including Maharashtra), 761 districts and 21,000 villages. Number of districts and villages
proposed to be covered, States/UTs wise, including from Maharashtra, is given at Annexure.
(b) The criteria for ranking the State/UTs and districts under SSG 2025 is based on the
following parameters:
• Service Level Progress
• Direct Observation of Sanitation in Villages
• Direct observation of functionality of Solid Waste Management (SWM) plants
• Citizen Feedback
(c) & (d) The SSG 2025 has been conducted through an independent third-party survey agency
to provide the ranking of States/UTs and districts on the basis of various quantitative and
qualitative sanitation indicators. The SSG 2025 has been propagated through National,
State/UT level workshops and social media posts. An Application has been developed to
capture the feedback of citizens from various States/UTs on different parameters. Geo-tagging
of assets has been done during field level data collection to ensure data quality. SSG 2025
Portal is also used for monitoring of daily progress of field-level data collection and citizen
feedback.
