TALCHER BIMLAGARH RAIL PROJECT

Will the Minister of RAILWAYS be pleased to state:
(a) whether the Government is likely to expedite the completion of the
Talcher Bimlagath' rail project and if so, the details thereof;
(b) the time by which this project is expected to be completed;
(c) whether the construction work up to Palalahada is likely to be
completed by the end of December 2026 and if so, the details thereof;
(d) whether the Government proposes to run passenger trains up to
Khamara from the point of view of the completed construction work
and if so, the details thereof; and
(e) whether the Government is likely to take a sympathetic view on the
demand to build the Palalahada railway station near Palalahada Sadar
(within 1.5 2 km) and if so, the details thereof?
ANSWER

(a) to (e): Talcher-Bimalgarh (150 Km) new line project passes through
north Odisha covering Angul, Deogarh and Sundargarh Districts.
The latest cost of the project is ₹ 3,390 Cr. Expenditure of ₹ 1,901 Cr. have
been incurred on this project upto March, 2026. An outlay of ₹ 950 Cr. has
been provided for the financial year 2026-27.
Section wise status of the project is as under:-

2 Khamar – 110 Ha out of 137 Ha requisite land have been
Golabandha acquired. Works have been taken up in
(35 Km) available land.
41 out of 61 minor Bridges have been
completed and works have been taken up on
balance minor Bridges.
3 out of 11 ROBs have been completed and
works have been taken up on balance ROBs.
12 out of 16 RUBs have been completed and
works have been taken up on balance RUBs.
Works on Palalahada Station Building near
Palahada Sadar has been taken up.
3 Golabandha – 69 Ha out of 113 Ha requisite land have been
Mahuldiha (35 Km) acquired.
4 Mahuldiha – 108 Ha out of 134 Ha requisite land have been
Bimalgarh (32 Km) acquired. Forestry and Wildlife clearances
received. Works have been taken up in
available land.
39 out of 72 minor Bridges have been
completed and works have been taken up on
balance minor Bridges.
12 out of 25 RUBs have been completed and
works have been taken up on balance RUBs

Railway Budget:
Budget allocation in recent years has increased significantly. Budget
allocation for infrastructure projects and safety works, falling fully/partly in
the State of Odisha is as under:

Track Construction:
The details of commissioning/laying of new track falling fully/partly in the

Completion of Railway project/s depends on various factors which include the
following:
Land acquisition
Forest clearance
Shifting of infringing utilities
Statutory clearances from various authorities
Geological and topographical conditions of area
Law and order situation in the area of project site
Number of working months in a year for particular project site etc.
All these factors affect the completion time and cost of the project/s.
The introduction of train services on any route/section is an on-going
process, which depends on various factors including:
Capacity of that section
Availability of path
Availability of required rolling stock
Availability of matching of railway tracks and other assets
Occupancy and the traffic requirement of the section.
