TARGETS UNDER SCM
NO. 3148 SHRI GURMEET SINGH MEET HAYER:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the original timeline, extensions granted and the final completion
target date for the Smart Cities Mission (SCM);
(b) the details of the funds allocated, released and utilised under the
Mission along with the capital raised through Public-Private
Partnerships (PPP), State/UT-wise;
(c) the total number of the projects approved, completed and ongoing
across the hundred Smart Cities including the names of cities with
the highest completion rates;
(d) the details of the physical targets achieved with regard to
Integrated Command and Control Centres (ICCCs), smart roads
and safety networks; and
(e) the measures taken to ensure administrative stability and fixed
tenures for Special Purpose Vehicle (SPV) executives along with
the details of local consultative meetings held with public
representatives?
ANSWER

(SHRI TOKHAN SAHU)
(a): Smart Cities Mission (SCM) was originally approved upto
31.03.2020 which was extended four times till 31.03.2025.
(b) and (c): Under SCM, as reported by the States/UTs as on
31.03.2026, a total 8,064 projects worth ₹1,64,811 Cr were taken
up out of which 7,790 projects worth ₹1,56,257 Cr have been
completed. Under SCM, out of Central Government’s allocation of
₹48,000 Cr, the cities have been able to claim Central Financial
Assistance of ₹47,458 Cr (i.e. 99% of the total central share
allocation for cities). As reported by the States/ UTs as on
31.03.2026, funds amounting to ₹46,377 Cr has been utilized (i.e.
98% of the total Central Financial Assistance released for cities).

Under Public Private Partnership (PPP), a total 197 projects worth
₹9,277 Cr were taken up out of which 194 projects worth ₹9,190
Cr have been completed.
The State/UT-wise and city-wise details of projects along with
central financial assistance claimed, utilised and the completion
rate of project under SCM are enclosed as Annexure.
(d): Under the SCM, all 100 Smart Cities have established Integrated
Command and Control Centres (ICCCs) and implemented various
smart infrastructure systems such as Intelligent Traffic
Management Systems (ITMS), CCTV Cameras, GPS-enabled waste
collection vehicles, air quality sensors, emergency call boxes, and
smart streetlights based on local requirements.
(e): Post closure of SCM on 31.03.2025, Ministry of Housing and Urban
Affairs (MoHUA) has issued Advisory No. 27 dated 10th June, 2025
to all States/ UTs. The Advisory has outlined the envisioned future
role of SPVs of smart cities and a roadmap for the continued
functioning of ICCCs. The advisory underscores repurposing of
SPVs to meet emerging urban challenges. States and Union
Territories, through their respective High-Powered Steering
Committees (HPSCs) chaired by Chief Secretary, have been
encouraged to chart out urban sector priorities and map areas
where SPVs can continue to play a strategic role.
