GOVERNMENT OF INDIA MINISTRY OF EDUCATION DEPARTMENT OF SCHOOL EDUCATION AND LITERACY RAJYA SABHA UNSTARRED QUESTION NO- 3725 ANSWERED ON- 25/03/2026 Teacher vacancies in Government schools of Odisha 3725 Smt. Sulata Deo: Will the Minister of EDUCATION be pleased to state: (a) whether the Ministry has taken any step to address teacher vacancies in Government schools of Odisha; and (b) if so, the current status and future recruitment plans? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) & (b): Education is in the Concurrent List of the Constitution and majority of the schools come under the purview of the respective State and UT Government. Therefore, the recruitment, service conditions and rational deployment of teachers come under the purview of the respective State governments/UT administrations. Further, recruitment is a continuous process and vacancies arise due to a number of factors like retirement, resignation, increased requirement of teachers because of the enhanced students’ strength, etc. Under Centrally Sponsored Scheme of Samagra Shiksha, State Government is supported based on annual plans prepared by the State based on their requirements and priority and this is reflected in their respective Annual Work Plan and Budget (AWP&B) Proposals which are then appraised and approved by the Project Approval Board (PAB) in the Department of School Education & Literacy in consultation with the State as per the programmatic and financial norms of the scheme, and physical and financial progress of the State for the interventions approved. Under Centrally Sponsored Scheme of Samagra Shiksha, financial assistance is provided to the States and UTs to maintain appropriate Pupil-Teacher Ratio (PTR) for various levels of schooling, as per norms. The Government periodically advises States/UTs to fill vacant posts of teachers, to ensure timely recruitment of teachers by adopting a transparent and merit-based process.As informed by the State Govt. of Odisha, recruitment of teachers in Government schools of Odisha is a continuous process. Steps are being taken by Government to fill the vacant teaching positions by means of direct recruitment & promotion. Appointment of 22502 number of Teachers has been made since last two years. Appointment orders for 3443 number of Secondary Teachers is ready for issue. Requisition has been sent to various Recruitment Agencies to fill up 1192 vacancies. *****
