SAMBIT PATRA: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the number of Indian athletes whose samples tested positive in the dope tests conducted by the National Anti-Doping Agency (NADA) during the last three years and the current year and the action taken against such athletes, along with State-wise details thereof; (b) the number of Indian athletes whose samples tested positive in the dope tests conducted by the World Anti-Doping Agency (WADA) during the said years and the details of the action taken against such athletes; (c) the details of the action plan formulated by the Government to discourage the consumption of banned substances by athletes; (d) whether the Government is considering launching a comprehensive awareness campaign to discourage athletes from consuming banned substances, if so, the details thereof; and (e) the details regarding the number of proposals under consideration by the Government for setting up of laboratories to test the consumption of banned substances? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS [DR. MANSUKH MANDAVIYA] Page 1 of 5(a) The National Anti-Doping Agency (NADA), an autonomous body under the Government of India, has been entrusted with the responsibility of implementing anti-doping measures. The number of athletes who tested positive for banned substances during last three years and the current year is as under and the details of State wise is at placed at Annexure I:- Number of Cases of Year Adverse Analytical Findings 2023 213 2024 260 2025 131 2026 (current year as on 15.07.2026) 78 These athletes have been banned from the Sports activities in accordance with the National Anti-Doping Rules, 2021. The sanctions, as determined by the Anti-Doping Disciplinary Panel (ADDP) include disqualification of results, forfeiture of medals/prizes, period of ineligibility from participation in sports, and other consequences as prescribed under the WADA Code 2021. (b) The World Anti-Doping Agency (WADA) itself did not conduct dope sample collection as it monitors the anti-doping activities of all the signatories as defined in the WADA Code across the world. (c) The Government has adopted a comprehensive strategy through NADA to promote clean sport and discourage the use of prohibited substances and methods. NADA undertakes anti-doping education and awareness programmes, intelligence-led testing, investigations and results management in accordance with the World Anti-Doping Code and Anti-Doping Rules. Awareness is promoted through WADA’s Anti-Doping Education and Learning (ADEL) platform, Fair Play Guide (available in 12 regional languages), Know your Medicine (KYM) App, which enables athletes to verify the prohibited status of medicines before use. Additional awareness initiatives include outreach programmes, collaboration with National Sports Federations (NSFs), the Sports Authority of India (SAI), State Governments, and Page 2 of 5educational institutions, as well as the dissemination of information through print, digital, and social media platforms. (d) Yes, the Government is implementing a comprehensive and sustained anti-doping awareness programme through NADA in accordance with the World Anti-Doping Code and International Standard for Education. NADA conducts year-round education and awareness activities through seminars, workshops, webinars, e- learning, digital campaigns, outreach programmes and the Play True Campaign targeting athletes, coaches, athlete support personnel and other stakeholders. NADA conducted 220 programmes in 2023, 280 in 2024, 343 in 2025 and 220 programmes up to 13 July 2026. NADA also promotes the Fair Play Guide (available in 12 regional languages), Know Your Medicine (KYM) App and WADA’s ADEL platform to prevent inadvertent doping and promote clean sport. (e) One proposal has been received in the ministry for setting up of laboratories to test the consumption of banned substances.
