Timely Availability of Fertilizers
3287. Dr. Alok Kumar Suman:
Will the Minister of Chemicals and Fertilizers be pleased to state:
(a) whether the Government has made any assessment regarding the availability
of fertilizers to farmers across the country, if so, the details of production, allocation
and distribution of major fertilizers during the last three years, State-wise and year-
wise;
(b) whether any shortage of fertilizers has been reported, if so, the details thereof
along with the corrective measures taken thereon;
(c) the details of subsidies provided on fertilizers during the said period;
(d) the steps taken to promote balanced and efficient use of fertilizers and
encourage alternative nutrient sources; and
(e) the timeline fixed by the Government to ensure timely availability of fertilizers to
farmers?
ANSWER

(SMT. ANUPRIYA PATEL)
(a) to (e) Following steps are taken by the Government every season for ensuring
timely and adequate availability of fertilizers in the country:
(i) Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers. On the basis of
requirement projected by DA&FW, Department of Fertilizers (DoF) allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
(ii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).(iii) The gap between demand (requirement) and production for Urea & other
fertilizers is met through imports. The import for the season is also finalized well
in advance to ensure timely availability.
(iv) The State Governments are regularly advised to coordinate with manufacturers
and importers for streamlining the supplies through timely placement of indents.
(v) Regular coordination is done with the Ministry of Railways for giving sufficient
rakes, priority to fertilizers and for timely evacuation of rakes for States.
(vi) The distribution of fertilizers within the State at district/block level is done by the
concerned State government.
In view of above, the availability of fertilizers viz. Urea, DAP, MOP and NPKS has
remained adequate in the country during the ongoing Kharif 2026 season. The State-
wise information regarding availability position of these fertilizers in last 3 years and
during the ongoing Kharif 2026 season (as on 03.08.2026) is placed at Annexure.
The information regarding production of Urea, DAP and NPKs fertilizers in the
country during last 3 years 2023-24 to 2025-26 is as under:

The details of total fertilizer subsidy disbursed during the last three years i.e. 2023-
24 to 2025-26 by the Government are as under:

Further, the Government is promoting sustainable and balanced use of fertilizers
through judicious use of synthetic fertilizers, adopting alternate fertilizers, promoting
organic/natural farming and implementing resource conservation technologies. Soil test
based recommendations in conjunction with organic fertilizer and bio-fertilizers is holds
the key for balanced used of fertilizers. Further, the Government is implementing various
schemes such as National Mission on Natural Farming, Paramparagat Krishi Vikas
Yojana (PKVY), Namami Gange, Bhartiya Prakritik Krishi Padhati (BPKP), Mission
Organic Value Chain Development for North- Eastern Region (MOVCDNER), NationalProject on Organic Farming (NPOF) etc., farmers are provided assistance for use of
organic and bio-fertilizers. Further, National Centre for Organic and Natural Farming
(NCONF) is involved in awareness generation & training activities for promotion of organic
farming. Achieving balanced fertilization requires a multi-pronged strategy that
integrates policy, technology, and farmer participation. The following measures have
been adopted for balanced use of fertilizers:
i. Balanced use of fertilizer is promoted under the Soil Health & Fertility Scheme,
being implemented since 2014-15. Under the scheme, Soil Health Cards (SHCs)
are generated which provide nutrient status of soil, based on which crop-wise
fertilizer recommendations are provided to farmers, thereby promoting balanced
and efficient nutrient management. SHC helps in enhancing crop productivity,
reduce cultivation costs, and promote sustainable agriculture. So far, 26.09 crore
Soil Health Cards have been generated and issued to farmers. 130627 farmer’s
trainings, 7.17 lakh demonstrations, 7425 farmer’s Melas/ campaigns on soil health
card recommendations have been organized across the country.
ii. National Mission on Natural Farming (NMNF) was approved by the Union Cabinet
on 25 November 2024. NMNF promotes chemical-free, nature-based farming
practices using on-farm inputs. Under the scheme, 23.13 lakh farmers have been
registered and 11.44 lakh hectares area have been covered,
iii. Special awareness Campaign and Khet Bachao Abhiyan on balanced use of
fertilizers have been conducted by Department of Agriculture and Farmers Welfare
(DA&FW) and ICAR during the current Kharif Season 2026 wherein total 2,94,554
programs covering 1,36,73,465 farmers have been achieved. During the
campaign, farmers have also been made aware on Natural/Organic Farming, bio-
inputs, alternative fertilizers etc.
iv. Paramparagat Krishi Vikas Yojana (PKVY) is implemented since 2015-16. PKVY
promotes organic farming by providing end-to-end support covering production,
processing, certification, and marketing. So far, 18.93 lakh hectares have been
brought under organic farming and 33.63 lakh farmers have been benefited.
v. Mission Organic Value Chain Development for North Eastern Region
(MOVCDNER) is implemented since 2015-16 to promote organic farming in North
Eastern States. So far, 2.36 lakh hectares have been brought under organic
farming and 2.74 lakh farmers have been benefited.
vi. The Government also promotes Soil Organic Carbon Enhancer namely,
Fermented Organic Manure (FOM) /Liquid Fermented Organic Manure (LFOM) as
a part of judicious use of fertilizers. During 2024-25, the annual consumption of
FOM/LFOM was 3.36 LMT. During the current Kharif Season (1.4.2026 to
16.7.2026), the consumption of FOM/LFOM is 11.86 LMT.
Besides, the Government has approved Market Development Assistance (MDA)
Scheme (FY 2023-24 to 2025-26) under which assistance @ Rs. 1500/MT is being
provided to CBG plants/Fertilizer Marketing Companies for promotion of organic carbon
enhancers, viz., Fermented Organic Manure (FOM)/Liquid Fermented Organic Manure
(LFOM) and organic fertilizer, viz., Phosphate Rich Organic Manure (PROM) produced
at plants under GOBARdhan initiative, with total outlay of Rs.1451.84 Crore (FY 2023-
24 to 2025-26), which includes, a corpus of Rs. 360 Crore for research gap funding, etc.These initiatives of the Government are expected to address the imbalanced use of
chemical fertilizers thereby reducing chemical fertilizer use.
Year-wise MDA released on sale of FOM/LFOM/PROM during the last three years and
current year, as on 06.08.2026, is as under:

Moreover, In order to promote the use of Nano Fertilizers among farmers across
the country, the following measures have been undertaken by the Government:
• Use of Nano Fertilizers is promoted through different activities such as awareness
camps, webinars, field demonstrations, Kisan Sammelans and films in regional languages
etc.
• Nano Fertilizers, like Nano Urea and Nano DAP, are made available at Pradhan
Mantri Kisan Samridhi Kendras (PMKSKs) by concerned companies.
• For ease in application and utilization of Nano fertilizers, like Nano Urea and Nano
DAP, through foliar application, initiatives such as innovative spraying options like 'Kisan
Drones' and distribution of battery operated sprayers at retail points are undertaken. For
this purpose, pilot training and custom hiring spraying services through Village Level
Entrepreneurs are actively promoted.
In addition to this, Kisan Sangoshthis are conducted by the fertilizer companies
for extensive field interaction with farmers, local farmer cooperatives, panchayats etc. 24
Fertilizer Marketing Companies (FMCs) conducted 23,389 Camps/Kisan Sangoshthis
across the Country during February 2025 to June 2026 . Camps/Kian Sangoshthis are
being organised for promotion of FOM/LFOM/PROM under PM-PRANAM by the Fertilizer
companies. This initiative focuses on critical areas such as balanced use of fertilizers,
integrated nutrient management (INM), promotion of organic farming, and soil health
improvement. Awareness activities for farmers include demonstrations on the application
of FOM, LFOM, PROM, Potash Derived from Molasses (PDM). This camps also feature
technical sessions on appropriate fertilizer dosages, crop-specific application techniques,
and the benefits of organic inputs. The program aims to enhance farmers understanding
of INM, encourage adoption of balanced nutrient practices, and strengthen outreach and
credibility through demonstration plots and interactive farmer engagement. The
Government is regularly coordinating with State and Union Territory Governments to
support and promote their efforts under this scheme.
