Will the Minister of ROAD TRANSPORT AND HIGHWAYS

be pleased to state:
(a) the number of operational toll plazas on National Highways and
other major roads as on date, State/UT-wise;
(b) the amount of toll collected in each of the last ten financial years
including the current financial year, year-wise and the fee-collection
figures for each toll plaza, State/UT-wise;
(c) the concessionaire name and the contractual concession end-date
for each toll plaza in the country and whether any plaza is still
collecting tolls beyond its concession expiry and if so, the reasons
therefor; and
(d) whether the Government is planning to introduce new methods for
toll tax collection to address issues like traffic congestion and delays
caused at toll plazas, if so, the details thereof?

THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS
(SHRI NITIN JAIRAM GADKARI)(a) The details of State/UT-wise fee plazas operational on National Highways
are at Annexure-I.
(b) The details of State/UT-wise amount of Fee (toll) collected are at
Annexure-II.
(c) The list of concessionaire name and their respective concession
period end date are at Annexure-III.
As per the provisions of National Highways Fee (Determination of
Rates and Collection) Rules, 2008, the fee notified as per Concession
Agreement shall be leviable till the end of the concession period, and
after the concession period is over, the fee shall be collected by the
Government or the executing authority as per the fee specified under
sub-rule (2) of rule 4 of National Highway Fee Rules, 2008 on the date
of transfer of such section of the National Highway, bridge, tunnel or
bypass, as the case may be, to be revised annually.
(d) Yes, Government has decided to introduce innovative methods for
user fee collection with the objective of reducing congestion,
eliminating delays at Fee plazas and improving overall user
experience on National Highways. In the effort to enhance toll
operations and enable seamless movement of vehicles, the
Government has decided to implement Multi-Lane Free Flow (MLFF)
Electronic Toll Collection system, which facilitates barrier-less tolling
using integrated technologies including Automatic Number Plate
Recognition (ANPR) with AI analytics and RFID-based Electronic Toll
Collection (FASTag). Request for Proposal (RFP) to implement
FASTag+ANPR/AI barrier-free user fee collection system on the
selected fee plazas has been invited/finalized as per the Annexure-IV,
with the possibility of implementing it on other fee plazas in a phased
manner depending upon the outcomes and efficacy of the
implementation on these projects.Annexure-I
