TOLL POLICY IN BIHAR
3080. SHRI RAJA RAM SINGH:
Will the Minister of ROAD TRANSPORT AND HIGHWAYS

be pleased to state:
(a) whether the Government has taken note of the recent changes in the
toll policy adopted by the Government of Bihar exempting private non-
commercial four-wheelers from payment of toll on State Highways;
(b) whether the Ministry has issued any model guidelines or policy
framework for levy of user charges on State Highways by State
Governments and if so, the details thereof;
(c) whether the Government has examined the fiscal implications of
exempting private vehicles from toll on State Highways in certain States
and if so, the details thereof; and
(d) whether the Government proposes to evolve a uniform framework in
consultation with State Governments for balancing user convenience,
revenue generation and maintenance of State Highway infrastructure
and if so, the details thereof?

(a) to (d) The collection of user fees/Toll, if any, on State Highways/
Expressways falls under the constitutional jurisdiction of the respective
State Governments and is governed in accordance with the User Fee/Toll
Fee Rules of the concerned State Governments.
Accordingly, matters relating to exemption of private non-commercial
four-wheelers from payment of toll on State Highways, issuance of policy
guidelines for levy of user charges on State Highways, assessment of the
fiscal implications of such exemptions, and formulation of any
framework for State Highways are within the domain of the respective
State Governments.
No framework has been proposed for State Highways. However, as far
as National Highways (NHs) are concerned, user-fee at a fee plaza is
collected for the use of section of NHs as per the provisions of National
Highways Fee (Determination of Rates and Collection) Rules, 2008.
