be pleased to state:
(a) whether the Government has taken note that the residents of Lalheri
village are facing financial and time-related difficulties in their daily
commute due to the toll plaza located between Bhagan and Larsoli, if
so, the details thereof;
(b) whether the Government has examined that Lalheri village falls
within the toll influence zone and whether it proposes to include it
under the local pass category or make it fully toll-free, if so, the details
thereof;
(c) whether the National Highways Authority of India (NHAI) has any
proposal under consideration for providing special concessions for local
residents, improving the monthly pass system or making the village toll-
free at this toll plaza, if so, the details thereof; and
(d) the details of the action taken so far in this regard and the steps
proposed to be taken further by the Government?
ANSWER
THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS
(SHRI NITIN JAIRAM GADKARI)(a) Lalheri village is located approximately 6–7 km from the Bhagan
Fee Plaza.
Based on the feedback, no difficulty in daily commuting through the
Fee Plaza has been observed.
The Government has already declared all lanes of fee plazas on
National Highways as FASTag Lanes with effect from midnight of
15th/16th February 2021 for user fee collection through FASTag under
National Electronic Toll Collection (NETC) programme, to ensure
seamless movement of traffic at Fee Plazas.
(b) to (d) There are various provisions for discounts in user fees and
monthly passes for local and regular users of National Highways
across the country, in accordance with the National Highways (NH)
Fee Rules, 2008. Drivers or owners of non-commercial vehicles with a
valid FASTag who reside within 20 km of a fee plaza may obtain a
monthly pass for Rs. 340.00 per calendar month for the Financial Year
2024-25, revised annually in accordance with the NH Fee Rules, 2008,
for crossing the designated fee plaza.
In addition, no fee is levied for the use of the section of national
highway, permanent bridge, bypass or tunnel, as the case may be, by
two wheelers, three wheelers, tractors and animal drawn vehicles
provided no service road is available.
Further, the Government has introduced a provision for an Annual
Pass in the National Highway Fee Rules, 2008, for non-commercial
cars, jeeps, and vans, effective from 15th August 2025, across the
country. According to this provision, a person owning a mechanical
vehicle for non-commercial purpose, having a valid and functional
Fastag, shall be eligible to obtain a pass on payment of fee of rupees
three thousand which shall be valid for one year or for two hundred
crossings through any fee plaza on a national highway, whichever is
earlier.
The aforesaid facilities under the NH Fee Rules, are available for the
residents of village Lalheri.
Monthly passes for eligible residents of Lalheri village are being
issued at the Bhagan Fee Plaza in accordance with NH Fee Rules.
