Will the Minister of COMMERCE & INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be pleased to
state:
(a) whether the Government has undertaken the study of the total estimated economic loss incurred by local traders, logistics operators, and port workers in Amritsar and border districts due to the absolute suspension of bilateral land trade through the Attari-Wagah Integrated Check Post (ICP) since 2019;
(b) whether the Government has conducted any structural feasibility study to assess the economic impact of reviving restricted trade of essential commodities through this land route and if so, the details thereof; and
(c) the specific fiscal compensation packages or industrial border area development incentives provided to rejuvenate the crippled economy of Punjab's border trade ecosystem? (a) to (c) As per the decision of the Cabinet Committee on Security (CCS), which met on 23rd April 2025 in the wake of the Pahalgam terror attack, India took a series of measures that included inter alia closing the Integrated Check Post (ICP) Attari. Further, vide DGFT’s
Notification dated 02nd May, 2025, import or transit of goods originating in or exported from Pakistan were prohibited. No study of the estimated economic loss to local traders has been undertaken in the Department of Commerce and no structural feasibility study for reviving trade through the route has been conducted; any question of resumption would be considered within the national-security framework in which the suspension was decided.
However, the merchandise exports from Punjab increased from Rs. 52,903/- crore to Rs.
63,310/- crore, representing a growth of nearly 20 % during the period of 2021-22 to 2025- 26 as per DGCIS source.
