(a) whether the Government has operationalized multi-sectoral District Action Plans
under the Beti Bachao Beti Padhao (BBBP) scheme in the country including
Maharashtra;
(b) If so, the number of districts in which said Plans have been implemented since its
inception, State/UT-wise;
(c) the number and nature of capacity-building programmes / training sessions
conducted for district-level officials and frontline workers since the inception of the
scheme;
(d) whether the Ministry had conducted nine sets of such trainings during April to October
2015, if so, the details thereof, State/UT-wise;
(e) the details of the mechanisms put in place to monitor the effectiveness of these
trainings at the ground level; and
(f) whether the Government has undertaken any third-party evaluation to assess the
outcomes of these capacity-building efforts under the BBBP scheme, if so, the details

(a) to (f): Beti Bachao Beti Padhao (BBBP) Scheme was launched on 22nd January
2015 to help address declining Child Sex Ratio (CSR) and related issues of
empowerment of girls and women. The scheme focuses on creating mindset and
behavioural changes towards the girl child by informing, influencing, motivating,
engaging, and empowering various stakeholders. The scheme has been expanded to
cover all the districts of the country including Maharashtra through multi-sectoral
interventions. Training and capacity-building sessions have been regularly organised for
district and State/UT-level officials and frontline workers since the inception of the
scheme.
Ministry has developed an operational manual which inter-alia includes a thematic
calendar for suggested convergence activities at district level with month wise specific
themes for holistic development of the Girl Child and to ensure year-round engagement
of girls, their families and communities and training in this regard is regularly conducted
at district, state and national level.
BBBP has transformed from a policy initiative into a national movement by mobilizing
various stakeholders, including government agencies, media, civil society, and the public
at large. This movement aims not only to address immediate concerns related to sex ratio
and gender-based discrimination but also to foster a cultural shift towards valuing the girl
child and ensuring realization of her rights and opportunities.
Evaluation of the schemes of the Ministry of Women and Child Development was
conducted during the Financial Year 2020-21 by NITI Aayog. The study found the
relevance, effectiveness, and sustainability of the various schemes as satisfactory
including Beti Bachao Beti Padhao. Based on the report Ministry has launched Mission
Shakti guidelines for implementation during the 15th Finance Commission up to FY 2025-
26. Mission Shakti has two sub-schemes namely "Sambal" for safety and security of
women and "Samarthya" for empowerment of women.
