Parliament Question: Turnaround Time of Ships

Shri SRIBHARAT MATHUKUMILLI: Will the Minister of Ports, Shipping and Waterways be pleased to state: प(cid:419)न, पोत प(cid:464)रवहन और जलमाग (cid:91) म(cid:287)ं ी (a) whether the Government has conducted any comparative assessment of the average turnaround time of ships at major ports of the country vis-à-vis leading international ports such as Singapore, Hong Kong, Rotterdam and Shanghai during the last five years; (b) if so, the details thereof, port-wise and year-wise; (c) whether it is true that despite significant improvement in turnaround time at major ports of the country, they continue to lag behind global best-performing ports, if so, the reasons therefor; and (d) the steps taken and the time-bound action plan formulated by the Government to reduce turnaround time to match global benchmark levels? ANSWER MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL) (a) to (c) The average turnaround time of Major Ports improved from 52.87 hours in 2021–22 to 48.84 hours in 2025–26. The port-wise and year-wise details of turnaround time for the last five years are provided at Annexure I. The Container Port Performance Index (CPPI) published by the World Bank provides an objective and comparable assessment of container port performance based on the vessel’s time in port. As per the CPPI 2025, Jawaharlal Nehru Port is ranked 22nd comparable with Singapore (21st), Shanghai (23rd) and higher than Rotterdam (333rd). (d) To further improve port efficiency and reduce vessel turnaround time, the Government has taken several measures. These include the construction of new berths and terminals, mechanization, modernization, and optimization of existing berths, terminals, and yards, as well as the creation of supporting infrastructure such as central parking plazas.
