Shri Anto Antony: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the details and total number of UDID applications have been received nationwide since inception of the scheme; (b) the details of total number of UDID cards issued and pending applications; (c) the details of the average processing time during the last three years; and (d) the details of the percentage of UDID holders who are literate, illiterate and unreported in the education section, State-wise? ANSWER MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SHRI B.L. VERMA) (a) The Unique Disability ID (UDID) project is a flagship initiative of the Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice & Empowerment, Government of India. Launched in May, 2016, the project aims to create a national database of Persons with Disabilities (PwDs) and to issue a Unique Disability Identity Card to each eligible applicant. The project operates through a centralized online platform, the UDID portal www.swavlambancard.gov.in, wherein medical authorities notified by the respective State/UT Governments are on boarded for the assessment of disabilities and issuance of disability certificates/UDID cards based on the type and nature of disability. Since inception, a total of 1,62,92,173 applications have been registered on the UDID portal. (b) As on date 1,25,75,946 UDID cards have been issued across the country and 14,83,323 applications are pending under the assessment. The remaining 22,32,904 applications are rejected due to various reasons.(c) The average time taken during the last three years and current year to issue a UDID card is given below: Year Average processing time (in days) 2022-23 84 2023-24 45 2024-25 64 2025-26 21 (d) As per the records available, a total of 9,10,884 UDID cardholders have been recorded as illiterate, while 1,03,16,995 cardholders have been recorded as literate. It is mentioned that w.e.f. October 2024, the UDID application form has discontinued the collection of data on educational qualifications. Consequently, 13,48,067 UDID cards have since been issued without any recorded information regarding the educational status of the applicants.
