Will the Minister of Women and Child Development be pleased to state:
(a) the details of the funds allocated, released/utilised under the Ujjawala Scheme during the
last five years, State/UT-wise;
(b) the number of rescue operations conducted, victims identified, rehabilitated/mainstreamed
under the said Scheme indicating separately women and children during the said period,
State/UT-wise; and
(c) the number of Ujjawala homes/shelters sanctioned/currently functional across the country
along with their occupancy status and duration of stay of beneficiaries, State/UT-wise?

(a) to (c): From 1.4.2022, ‘Swadhar Greh’ – Home for women in difficult circumstances and
‘Ujjawala’- Home for women rescued from Trafficking, have been merged and are now known as
‘Shakti Sadan’ Scheme.
Shakti Sadan is an Integrated Relief and Rehabilitation Home for women in distressful situations
including trafficked women. It aims at creating a safe and enabling environment for the women
in such difficult situations, to enable them to overcome the adverse circumstances.
The Shakti Sadan Scheme is a demand driven Centrally Sponsored Scheme, under which funds
are released to the States/UTs for implementation of the scheme. The States/UTs assess their
requirement as per local needs and proposals are approved every year by the Programme Approval
Board (PAB) after discussion with States/UTs. Under the Scheme, financial assistance is provided
for running of Shakti Sadan in rented premises. Presently, 413 Shakti Sadans are functional across
the country.State/UT-wise details of funds released, functional Shakti Sadans across the country, women
benefited under Shakti Sadan Scheme during the 15th Finance Commission are at Annexure I, II
and III respectively.
