(a) whether it is a fact that maximum percentage of the total households have been provided with
gas cylinders;
(b) if so, the details thereof along with the percentage in rural and urban households separately in
Tamil Nadu; and
(c) the definition of a household, rural and urban under the Ujjwala Yojana?

(a) and (b): Yes. As a result of various steps taken by Government, LPG coverage in the country
has improved from 62% in April 2016 to near saturation now. As of 01.07.2025, the total number
of active domestic LPG consumers in India stands at 33.05 crore, which includes 2.38 crore
connections in state of Tamil Nadu. This represents a significant increase from 14.51 crore
domestic LPG consumers as of 01.04.2014, reflecting the Government’s successful efforts to
expand access to clean cooking fuel.
Number of connections and LPG Coverage in the State of Tamil Nadu are at Annexure-A.
Since the launch of Pradhan Mantri Ujjwala Yojana (PMUY), OMCs have commissioned 7997
distributorships during 01.04.2016 to 30.06.2025 across the country, out of which 7403 are
catering to rural areas. Rural households comprise over 80% of PMUY consumers.
(c): Households are defined in LPG Control Order as a family consisting of husband, wife,
unmarried children and dependent parents living together in a dwelling unit having common
kitchen provided that a Liquefied Petroleum Gas connection shall be issued only in the name of
any adult member of the household by a Government oil company under the public distribution
system.
For domestic LPG connections, including under PMUY, households are categorised as urban or
rural, based on classification of areas done under Census- 2011.
