Unavailability of Fertilizers
✝2112. Shri Hanuman Beniwal:
Will the Minister of Chemicals and Fertilizers be pleased to state:
(a) whether the Government has taken note of the complaints received regarding the non-
availability of Urea, DAP and other fertilizers on time, formation of long queues and farmers
receiving lesser quantities of fertilizers than the prescribed quota during the Kharif and Rabi
seasons, if so, the details thereof, State-wise including Rajasthan;
(b) the quantity of Urea, DAP, MOP and NPK fertilizers allocated against the demand and
the quantity actually made available to the said State during the last five years, year-wise and
fertilizer-wise; and
(c) the concrete steps taken by the Government to ensure the uninterrupted availability of
fertilizers, to make the distribution system transparent and to curb black-marketing and artificial
scarcity in a predominantly agricultural and geographically vast State like Rajasthan?

(a) to (c) Following steps are taken by the Government every season for ensuring timely and
adequate availability of fertilizers in the country, including the State of Rajasthan:
(i) Before the commencement of each cropping season, Department of Agriculture and Farmers
Welfare (DA&FW), in consultation with all the State Governments, assesses the State-wise &
month-wise requirement of fertilizers. On the basis of requirement projected by DA&FW,
Department of Fertilizers (DoF) allocates adequate quantities of fertilizers to States by issuing
monthly supply plan and continuously monitors the availability.
(ii) The movement of all major subsidized fertilizers is monitored throughout the country by an
on-line web-based monitoring system called integrated Fertilizer Management System (iFMS).(iii) The gap between demand (requirement) and production for Urea & other fertilizer is met
through imports. The import for the season is also finalized well in advance to ensure timely
availability.
(iv) The State Governments are regularly advised to coordinate with manufacturers and
importers for streamlining the supplies through timely placement of indents.
(v) Regular coordination is done with the Ministry of Railways for giving sufficient rakes, priority
to fertilizers and for timely evacuation of rakes for States.
(vi) The distribution of fertilizers within the State at district/block level is done by the concerned
State government.
In view of above, the availability of all the fertilizers viz. Urea, DAP, MOP and NPKS has remained
adequate across the States/UTs in the Rabi 2025-26 season and during the ongoing Kharif 2026
season. The information regarding requirement, availability, sales and closing stock of these
fertilizers in the States/UTs during Rabi 2025-26 season is placed at Annexure A whereas the said
information for Kharif 2026 season, i.e. from 01.04.2026 to 26.07.2026, is placed at Annexure B.
Further, the information regarding requirement, availability and sales of these fertilizers in
Rajasthan during the last 5 years is placed at Annexure C.
Furthermore, in order to address the issues of black-marketing/artificial scarcity of fertilizers and
other malpractices, fertilizers are declared as an essential commodity under the Essential
Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State Governments are
adequately empowered to take action against persons involved in such malpractices, as per
provisions of EC Act. Any complaints received at Department of Fertilizers level regarding these
malpractices are sent to concerned State Government to take appropriate action under Essential
Commodities Act, 1955 and Fertilizer Control Order, 1985. Moreover, Department of Agriculture &
Farmer’s Welfare, in consultation with the State Governments, is regularly monitoring the
enforcement action taken by States against the cases of Black marketing, Hoarding, Sub-standard
and Diversion on weekly basis. As informed by DA&FW, in the country from 01.04.2026 to
17.07.2026, 1,58,886 raids have been conducted, 8,262 show cause notices have been issued,
2,692 licenses have been suspended/cancelled and 247 FIRs have been registered against
defaulters to curb these malpractices. The number of show cause notices issued, license
suspended/cancelled and FIRs registered against defaulters in Rajasthan during the said period
as informed by DA&FW are 1096, 46 and 10 respectively.
