Uninterrupted availability of Fertilizers
✝3322. Shri Sanatan Pandey:
Will the Minister of Chemicals and Fertilizers be pleased to state:
(a) whether the Government is aware that farmers of Uttar Pradesh are facing
problems related to availability, price rise and timely supply of fertilizers, if so, the
details thereof, district-wise, particularly Ballia Lok Sabha Constituency;
(b) the details of fertilizer subsidy provided to farmers in respect of Uttar Pradesh,
particularly in said Constituency during the last three years along with the current
policy of pricing of fertilizers in the said district;
(c) whether any special monitoring mechanism has been put in place by the
Government in the said region to ensure uninterrupted availability of fertilizers, to
prevent black marketing and to provide fertilizers to farmers at reasonable prices in
the said district, if so, the details thereof;
(d) whether any new project/scheme has been approved by the Government for
expansion of chemical and fertilizer industry, investment promotion and employment
generation in Uttar Pradesh; and
(e) if so, the details thereof and the current status of the same?

(a) to (e) Following steps are taken by the Government every season for ensuring
timely and adequate availability of fertilizers in the country, including the State of Uttar
Pradesh:
(i) Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers. On the basis of
requirement projected by DA&FW, Department of Fertilizers (DoF) allocatesadequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
(ii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).
(iii) The gap between demand (requirement) and production for Urea & other
fertilizers is met through imports. The import for the season is also finalized well
in advance to ensure timely availability.
(iv) The State Governments are regularly advised to coordinate with manufacturers
and importers for streamlining the supplies through timely placement of indents.
(v) Regular coordination is done with the Ministry of Railways for giving sufficient
rakes, priority to fertilizers and for timely evacuation of rakes for States.
(vi) The distribution of fertilizers within the State at district/block level is done by the
concerned State government.
Accordingly, the availability of fertilizers viz. Urea, DAP, MOP and NPKS has remained
adequate in Uttar Pradesh during the ongoing Kharif 2026 season. The district-wise
information regarding availability position of these fertilizers during the ongoing Kharif
2026 season, as informed by the State, is placed at Annexure.
Further, under 'DBT in Fertilizers' system, 100% subsidy on various fertilizer grades is
released to the fertilizer companies, on actual sales to the beneficiaries based on Aadhar
authentication through PoS devices installed at each retail shop. Accordingly, all farmers
including those in the state of Uttar Pradesh are being supplied fertilizers at the subsidized
rates on no-denial basis. The details of total fertilizer subsidy disbursed during the last
three years i.e. 2023-24 to 2025-26 by the Government are given below:

Further, under the Urea Subsidy Scheme, Urea is provided to the farmers at a
statutorily notified Maximum Retail Price (MRP). The MRP of 45 kg bag of urea is Rs.242
per bag (exclusive of charges towards neem coating and taxes as applicable). The
difference between the delivered cost of urea at farm gate and net market realization by
the urea units is given as subsidy to the urea manufacturer/importer by the Government
of India. Accordingly, all farmers are being supplied urea at the subsidized rate.
Further, the Government has implemented Nutrient Based Subsidy (NBS) Scheme w.e.f.
01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under NBS Scheme, MRP of
P&K fertilizers are decontrolled and companies are free to fix MRP as per their business
dynamics at a reasonable level. The NBS subsidy is provided to manufacturer/importer
on notified P&K fertilizers on its PoS sale during the season, depending on their nutrient
content to ensure availability of fertilizers to farmers. The volatility in international pricesof key fertilizers and raw materials is considered while fixing NBS rates for P&K fertilizers
so that fertilizers remain affordable to the farmers.
However, to make DAP being a key fertilizer, available at affordable price of Rs. 1350 per
50 kg bag, special provisions like Rs. 3500 per MT to cover 'Other Costs' which includes
costs incurred from factory gate to farm gate, advantage / disadvantage due to increase
/ decrease in international prices, provision for GST component included in the MRP and
provision for reasonable return @ 4% of net MRP (MRP-GST) have been extended to
both imported and domestic DAP and imported TSP over and above NBS subsidy for
Kharif 2026 season to keep the prices of fertilizers stable.
Further, in order to address the issues of black-marketing and other malpractices,
fertilizers are declared as an essential commodity under the Essential Commodities Act-
1955 and notified under Fertilizer Control Order- 1985. State Governments are
adequately empowered to take action against persons involved in such malpractices, as
per provisions of EC Act. The complaints received at D/o Fertilizers level regarding these
malpractices are sent to concerned State Government to take appropriate action under
Essential Commodities Act-1955 and Fertilizer Control Order-1985.
As informed by the State Government of Uttar Pradesh, 9,896 inspections are conducted
and 36 FIRs have been registered against defaulters to curb black-marketing in the State
of Uttar Pradesh during the ongoing Kharif 2026 season.
Furthermore, the Union Cabinet on 24.07.2026 approved the BHAVYA-
Rasayan (Bharat Audyogik Vikas Yojana-Rasayan) Scheme for establishing three
dedicated Chemical Parks in the country, with a total budget outlay of Rs. 3,030 Crore
under the Challenge Route. Under the Challenge Route, all States and Union Territories,
including Uttar Pradesh, are eligible to apply for the establishment of a Chemical Park in
accordance with the Scheme guidelines. Under the Scheme, the Central Government will
provide financial assistance of up to Rs. 1,000 Crore for each Chemical Park, subject to
a minimum contribution of Rs. 500 Crore by the respective State Government.
