GOVERNMENT OF INDIA MINISTRY OF AYUSH LOK SABHA UNSTARRED QUESTION NO. 4806 TO BE ANSWERED ON 20th MARCH 2026 Upgradation of AYUSH Medical Institutions and Research Centres 4806. Shri Anil Firojiya : Will the Minister of Ayush be pleased to state: (a) the details of the major schemes currently being implemented by the Government to promote and propagate Ayurveda, Yoga, Unani, Siddha and Homoeopathy systems of medicine in the country, State/UT-wise; (b) whether the Government has made any special budgetary provision for the establishment or upgradation of AYUSH medical institutions and research centres during the last three years; (c) if so, the details thereof, year-wise and State/UT-wise; (d) whether any new policy or regulatory framework has been implemented to ensure the quality and standardization of medicines manufactured under AYUSH systems, if so, the details thereof; and (e) whether the Government proposes to further integrate the services under AYUSH systems into Primary Health Centres and District Hospitals and if so, the details thereof along with the action plan formulated therefor? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYUSH (SHRI PRATAPRAO JADHAV) (a) The Government of India, through the Ministry of Ayush, has implemented various schemes and programmes to promote and propagate the traditional systems of medicine namely Ayurveda, Yoga, Unani, Siddha, Sowa-Rigpa and Homoeopathy across the country. The Ministry of Ayush is implementing the following Schemes: -(i) Information Education and Communication (IEC) a Central Sector Scheme in Ayush is to create awareness about the efficacy, cost-effectiveness and preventive healthcare benefits of Ayush systems. This aims to reach out to all sections of the population across the country. Under this Scheme, Ministry organises National/ State level Arogya Fairs, Yoga Fests/ Utsavs, Ayurveda Parvs, celebrate important days of Ayush system, participate in Health fairs/ melas, Exhibitions etc, provide financial assistance for organising seminars, workshops, conferences and conduct multimedia campaigns etc. to create awareness among citizens regarding Ayush system of health care. (ii) Ayurswasthya Yojana a Central Sector Scheme is implementing since FY 2021-22. The Scheme has 02 components viz. (i) Ayush and Public Health (ii) Centre of Excellence (CoE). The primary objective of the Ayush and Public Health component is to roll out of authentic classical Ayush interventions with following objectives: - • To promote Ayush intervention for community health care. • To demonstrate advantages of Ayush health care in public health. • To support for implementing Sustainable Development Goal-2 (SDG2) and Sustainable Development Goal -3 (SDG 3) through integrating Ayush system. • Documentation of the efficacy of Ayush systems through Ayush interventions in various public health issues which can be taken up in larger scale for implementation in national health programmes. Being the Central Sector Scheme, financial assistant is provided to the eligible Organizations/Institutions across the country and the scheme is not specific to any State/UT. (iii) Ayush Oushadhi Gunavatta evam Uttpadan Samvardhan Yojana (AOGUSY) a Central Sector Scheme is implemented since 2021-22 with total budget outlay of Rs. 122.00 crores for five years. The components of AOGUSY scheme are as follows: - • Strengthening and up-gradation of Ayush Pharmacies and Drug Testing Laboratories to achieve higher standards. • Pharmacovigilance of ASU&H drugs including surveillance of misleading advertisements. • Strengthening of Central and State regulatory frameworks including Technical Human Resource & Capacity Building programs for Ayush drugs. • Support for development of standards and accreditation/certification of Ayush products & materials in collaboration with Bureau of Indian Standards (BIS), Quality Control of India (QCI) and other relevant scientific institutions and industrial R&D centers. Till date, 18 Ayurveda, Siddha, Unani and Homoeopathy (ASU&H) pharmacies and 07 ASU&H Drug Testing Laboratories (DTLs) have been supported financially under this scheme across the country. An amount of Rs. 40.13 crore has been sanctioned as Grant-in-Aid to these pharmacies and DTLs. (iv) National Ayush Mission (NAM) a Central Sponsored Scheme is implementing through State/UT Governments for overall development and promotion of Ayush systems across the country. Under NAM, Ministry supports the efforts of State/UT Governments by providing financial assistance to them under different activities as per the provision of NAM guidelinesagainst their submitted State Annual Action Plans (SAAPs). The Mission inter-alia makes provision for the following activities: - • Operationalization of Ayush Health and Wellness Centres now renamed as Ayushman Arogya Mandir (Ayush) by upgrading existing Ayush dispensaries and Sub health Centres. • Co-location of Ayush facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs). • Upgradation of existing standalone Government Ayush Hospitals. • Upgradation of existing Government/Panchayat/Government aided Ayush Dispensaries/ Construction of building for existing Ayush Dispensary (Rented/ dilapidated accommodation)/ Construction of building to establish new Ayush Dispensary in the area where there are no Ayush facilities available. • Setting up of 10/30/50 bedded Integrated Ayush Hospitals. • Supply of essential drugs to Government Ayush Hospitals, Government Dispensaries and Government/Government aided Teaching Institutional Ayush Hospitals. • Ayush Public Health Programmes. • Establishment of new Ayush colleges in the States where availability of Ayush teaching institutions is inadequate in Government Sector. • Infrastructural development of Ayush Under-Graduate Institutions and Ayush Post- Graduate Institutions/ add on PG/ Pharmacy /Para-Medical Courses. (v) International Cooperation for Ayush a Central Sector Scheme, the Ministry provides support to Indian Ayush drug Manufacturers/ Ayush Service providers to give boost to the export of Ayush products and services; facilitates the International promotion, development and recognition of Ayush systems of medicine; foster interaction of stakeholders and market development of Ayush at international level; promote academics and research through the establishment of Ayush Academic Chairs in foreign countries and holding training workshop/symposiums for promoting and strengthening awareness and interest about Ayush Systems of Medicine at international level. Under the CSS IC Scheme 27 Country to Country MoUs, 16 Ayush Chair MoUs and 54 Institute to Institute level MoUs have been signed. (b) & (c) Under National Ayush Mission (NAM) of the Ministry of Ayush, there is financial provision for ₹500.00 lakhs (Non-recurring) for civil works, Library Books equipment & furniture in UG Teaching institutions and ₹600.00 lakhs (Non-recurring) for civil works, equipment & furniture in PG Teaching institutions. List of Ayush Educational Institutions supported under NAM is furnished at Annexure I. As per the proposals received from State/UT Governments through SAAP, Rs. 255136.03 lakhs released as Central Share during the period from 2022-23 to 2024-25. State/UT wise details are furnished at Annexure II. (d) The Drugs & Cosmetics Act, 1940 and Drugs Rules, 1945 have exclusive regulatory provisions for Ayurveda, Siddha, Sowa-Rigpa, Unani, and Homoeopathy (ASU&H) drugs by Drug Policy Section under the Ministry of Ayush. Provisions related to Ayurveda, Siddha, Sowa-Rigpa, Unani Drugs are contained in Chapter IVA and Schedule- I of the Drugs andCosmetics Act, 1940 and Rules 151 to 169, Schedules E (I), T & TA of the Drugs Rules, 1945. Further, second schedule (4A) of the Drugs and Cosmetics Act, 1940 provides standards for Homoeopathic drugs and Rules 2dd, 30AA, 67 (C-H), 85 (A to I), 106-A, Schedule K, Schedule M-I of the Drugs Rules, 1945 pertain to Homoeopathic drugs. It is mandatory for the manufacturers to adhere to the prescribed requirements for licensing of manufacturing units & medicines including proof of safety & effectiveness, compliance with the Good Manufacturing Practices (GMP) as per Schedule T & Schedule M-I of Drugs Rules, 1945 and quality standards of drugs given in the respective pharmacopoeia. Further to this, Pharmacopoeia Commission for Indian Medicine & Homoeopathy (PCIM&H), sub-ordinate organization under Ministry of Ayush, lays down the formulary specifications and pharmacopoeial standards for Ayurveda, Siddha, Unani and Homoeopathy (ASU&H) drugs which serves as official compendia for ascertaining the quality (identity, purity and strength) of the ASU&H drugs. As per the Drugs & Cosmetics Act, 1940 and rules there under, the compliance to this quality standards are mandatory for manufacturing of ASU&H drugs. PCIM&H also acts as the Appellate Drugs testing Laboratory for testing or analysis of ASU&H Drugs. Rule 160 A to J of the Drugs Rules, 1945 provides the regulatory guidelines for approval of Drug Testing Laboratory for carrying out such tests of identity, purity, quality and strength of Ayurvedic, Siddha and Unani drugs as may be required under the provisions of these rules, on behalf of licensee for manufacture of Ayurvedic, Siddha and Unani drugs. As on date, 34 State Drug Testing Laboratories have been supported for strengthening their infrastructural and functional capacity. Further, 108 laboratories are approved or licensed under the provisions of Drugs Rules, 1945 for quality testing of Ayurvedic, Siddha and Unani drugs and raw materials. Ministry of Ayush has established an Ayush vertical in the Central Drugs Standard Control Organisation (CDSCO). (e) Government of India has adopted a strategy of Co-location of Ayush facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs) of modern medicine, thus enabling the choice to the patients for different systems of medicines under a single window. The engagement of Ayush doctors/ paramedics and their training is being supported by the Ministry of Health & Family Welfare under National Health Mission (NHM), while the support for Ayush infrastructure, equipment/ furniture and medicines is being provided by the Ministry of Ayush under NAM, as shared responsibilities. *****Annexure I List of Ayush Educational Institutions supported under NAM S.
