(a) the total budget allocation and expenditure incurred under the Pradhan Mantri-
Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) during 2024–25
and2025–26;
(b) the numberofDistrict Hospitals upgradedtocritical careblocksacross the country,
Statewise,particularly inRajasthan;
(c) whether Churu District Hospital has been sanctioned for such upgradation, if so,
the detailsthereof; and
(d) the timelinefixed for operationalisationof sanctionedprojectsinRajasthan?
ANSWER

FAMILYWELFARE

(a)to(d): PradhanMantri- Ayushman Bharat HealthInfrastructure Mission (PM-ABHIM) isa
Centrally SponsoredScheme (CSS) with some Central Sector Components (CS)which has an
outlayof Rs. 64,180Crores for the scheme period(FY2021-22 toFY2025-26).
The scheme envisages a new generation of reforms to integrate and strengthen health service
delivery and public health action in managing such pandemics or health crisis. The measures
under the scheme are aimed at strengthening health systems and institutions in order to
provide a continuum of care at all levels, namely primary, secondary, and tertiary, as well as
preparinghealthsystems torespond effectively tocurrent andfuture pandemicsanddisasters.
Under the CSS component of the scheme, administrative approvals have beenaccorded to the
State of Rajasthan for five years i.e. FY2021-22 to 2025-2026 for an amount of Rs. 2,618.97Cr. for construction/ strengthening of 1,112 Building less Sub Health Centres (SHCs), 639
Urban-Ayushman Arogya Mandir (AAM), 184 Block Public Health Units (BPHUs), 33
Integrated Public Health Labs (IPHLs) and 33 Critical Care Blocks (CCBs) at District
Hospitals andMedical college level.
Critical Care Blocks (CCBs) at the district level, are being established across the country to
provide advanced critical care services along with necessary supportive and ancillary
infrastructure. These facilities are intended to enhance the preparedness of the public health
system to effectively respond to medical emergencies, disease outbreaks, and future
pandemics. The State/UT-wise provision of Critical Care Blocks, including Rajasthan, is
placedat Annexure-I.
With respect to Churu district, one Integrated Public Health Laboratory (IPHL) with a
financial allocation of Rs. 1.25 crore and one Critical Care Block (CCB) with a financial
allocation of Rs. 23.75 crore have been approved for Churu district, Rajasthan under PM-
ABHIM.
The State/UT-wise details of Central Release and Expenditure under PM-ABHIM for the FY
2024-25 & FY2025-26 (upto26.02.2026) are at Annexure-II.
