Parliament Question: Upgradation of Facilities at Airports

SHRI RAJIV PRATAP RUDY Will the Minister of CIVIL AVIATION be pleased to state:- (a) the details of the ongoing projects for upgradation of facilities at the airports across the country along with the amount sanctioned and timeline for their completion, airport-wise; (b) whether the Air Navigation Services at the airports are commensurate with the handling of traffic and if so, the details thereof; (c) whether the constraints in navigation and landing systems have resulted in cancellations and reduced operations and if so, the details thereof along with the reasons therefor; and (d) the details of the steps taken by the Government to improve the navigation and landing systems? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a): The airport-wise details of the major projects undertaken by the Airports Authority of India (AAI) for upgradation of facilities at the airports across the country, along with the amount sanctioned and projected date of completion, is at Annexure. However, the timeline for completion of the airport projects depends upon many factors such as land acquisition, availability of mandatory clearances, financial closure etc. (b) to (d): The Airports Authority of India (AAI), as the sole Air Navigation Service Provider (ANSP) in the country, continually modernises air navigation infrastructureand upgrades air traffic management systems to keep pace with increasing air traffic. Communication, Navigation and Surveillance/Air Traffic Management (CNS/ATM) facilities are provided at airports based on operational requirements and in compliance with the Directorate General of Civil Aviation (DGCA) Civil Aviation Requirements (CAR) and the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). With regard to disruptions, flight operations may occasionally be affected by a range of factors, such as weather conditions, congestion or technical issues, or operational constraints. Such instances are addressed through standard safety and operational procedures. The air traffic management systems are continuously upgraded by AAI to meet the growing demands of air travel. Initiatives like IP-based Voice Communication Control Systems (VCCS) and IP-based VHF radios, Automatic Dependent Surveillance-Broadcast (ADS-B) ground stations, Performance-Based Navigation (PBN) procedures RNP-Z (LPV) procedures based on GAGAN, Central Air Traffic Flow Management (CATFM) system and Airport Collaborative Decision Making (A-CDM) have been implemented at various airports by AAI. AAI has also undertaken the replacement of the existing IP-based Automatic Message Switching System (AMSS) with the new Air Traffic Services Message Handling System (AMHS). *****Annexure referred to in reply to part (a) of Lok Sabha Unstarred Question No. 918 for 04.12.2025 Rs.
