Parliament Question: Upgradation of Health Infrastructure in Hoshiarpur

RAJ KUMAR CHABBEWAL: Will the Ministerof HEALTHANDFAMILYWELFAREbe pleasedtostate: (a) whether the Union Government is aware that large districts such as Hoshiarpur in Punjab, with a predominantly rural population, lack access to advanced super-speciality healthcare facilities, compelling patients to travel long distances to other States in the country, if so, the detailsthereof; (b) whether the Union Government has carried out any assessment of the adequacy of tertiary healthcare infrastructure in the State of Punjab, particularly in the Doaba region andif so, the detailsthereof; (c) whether the Union Government proposes to consider establishing an AIIMS or upgrading existing medical institutions in Punjab, particularly in Hoshiarpur in view of the growing population,disease burdenandregional imbalanceinhealthcarefacilities; (d) if so, the detailsthereof; and (e) if not,the reasons therefor? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a)to(e): Under the National Health Mission, the Ministry of HealthandFamilyWelfare provides technical and financial support to the States/UTs including State of Punjab to strengthen the public healthcare system including establishment/upgradation of healthcarefacilities based on the proposals received in the form of Programme Implementation Plans (PIPs) under National Health Mission. Government of India provides approval for the proposal in the form of Record of Proceedings (RoPs) as per norms & available resources. The detailsare available inpublic domainat: https://nhm.gov.in/index4.php?lang=1&level=0&linkid=57&lid=70 The details of healthcare facilities/ infrastructure in rural and urban areas of the country including in the State of Punjab are available at website of Ministry of Health and FamilyWelfare at the Uniform Resources Locator(URL) asunder: https://mohfw.gov.in/sites/default/files/Health%20Dynamics%20of%20India%20%28Infr astructure%20%26%20Human%20Resources%29%202022-23_RE%20%281%29.pdf Under the CSS componentof the PradhanMantri (PM-ABHIM), the state of Punjabis allocated a total amount of Rs.755.65 Crores for 22 Integrated Public Health Labs (IPHLs), and 21 Critical Care Blocks (CCBs) under PM-ABHIM Scheme period from FY 2021-22 to FY 2025-26 and approvals has been accorded in the State of Punjab for establishment of 22 IPHLs and 22 CCBs amounting Rs. 676.16 Cr. Under the scheme, One (1) 50 bedded CCB andone (1) IPHLare approvedfor District Hospital Hoshiarpur. Under FC XV Health Sector Grants, an amount of Rs. 2129.38 Crore has been approved for the state of Punjab against the total allocation of Rs. 2130.71 Cr for the scheme period, i.e, FY 2021-22 to 2025-26 which includes construction of 1222 Building-less SHC- AAM, 54 Primary Health Centers (PHC-AAM), 16 Community Health Centers (CHC), 120 Block Public Health Units (BPHUs) & 442 Urban-Ayushman Arogya Mandir (U-AAM) and 75Urban PrimaryHealthCenters AAMs(UPHCs). Further, under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) scheme, which aimsat correcting regionalimbalances inthe availabilityof affordable tertiaryhealthcare services and to augment facilities for quality medical education inthe country. The Scheme has two components, namely, (i) Setting upof All India Institute of Medical Sciences (AIIMS); and (ii) Upgradationof existing Government Medical Colleges/ Institutions (GMCIs). So far setting up of 22 new AIIMS (Establishment of One new AIIMS, Bhatinda in Punjab) and 75 projectsof upgradationof GMCIs have beenapproved underthe Schemeinvariousphases. The setting up of AIIMS contains Medical College, Nursing College, Hospital, Trauma Centre, Emergency, Blood Bank, ICU, Diagnostic & Pathology, Research etc. Upgradation of GMCIsunder PMSSY broadly involves construction of Super Speciality Block (SSB) and/ or Trauma Centre/ or other facilities and/ or procurement of medical equipment.
