Executive Summary & Key Takeaways

This document summarizes the Indian Ministry of Road Transport and Highways' response to Lok Sabha Starred Question No. 274, addressed on August 7, 2025, regarding the upgradation of State Highways (SHs) to National Highways (NHs) within the Tirupati Lok Sabha Constituency. The Ministry confirms receipt of proposals from the Andhra Pradesh government, among others, for upgrading state roads to NHs. The decision to declare a state road as a NH is based on connectivity requirements, inter-se priority, traffic levels, and alignment with the PM Gati Shakti National Master Plan (NMP). Regarding flyover construction, a Light Vehicular Underpass (LVUP) at Km 118.057 near the Karakambadi Railway Level Crossing and a Vehicular Underpass (VUP) at Km 118.885 near the Kattaputtalamma Temple have been included in the four-laning project of the Chinnaorampadu to Renigunta section of NH716. The project was awarded, and the Concession Agreement was signed on January 28, 2025. The concessionaire is currently working towards financial closure, a prerequisite for project commencement. This project, implemented under the Hybrid Annuity Mode (HAM) with a 15-year maintenance period, is scheduled for completion within two years from the commencement date. Finally, concerning the SHAR Circle on NH16 in Sullurpeta, a rotary junction at km 81.050 and a pedestrian underpass at km 80.970 have already been developed according to the Concession Agreement for the four-laning of the Tada to Nellore section of NH16.
