Roopkumari Choudhary: Will the Minister of EDUCATION be pleased to state: (a) the number of schools upgraded and the number of residential schools/hostels constructed under the Samagra Siksha Abhiyan in the country State/UT-wise particularly in Chhattishgarh, Tripura, Maharashtra, Meerut Lok Sabha Constituency of Uttar Pradesh, Pali Constituency of Rajasthan, Palghar district and Jalgao Lok Sabha Constituency of Maharashtra Sidhi and Shahdol Lok Sabha Constituencies of Madhya Pradesh; (b) whether the said scheme covers Information and Communication Technology (ICT) and digital initiatives including smart schools and smart classrooms; (c) if so, the details of total number of schools so covered under the Scheme, State- wise especially in the above States and constituencies; (d) the details of major interventions proposed at all levels-primary, middle and higher secondary – of schools education under the said scheme, State-wise especially in the above constituencies; (e) the measures being taken by the Government under the said scheme to improve the performance of students, increase enrolment rate, reduce dropout rate and improve learning outcomes; and (f) whether the scheme accords priority to inclusive education such as special provisions for differently-abled students, students belonging to tribal and remote areas and girls? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a): The Department of School Education and Literacy is implementing an integrated centrally sponsored scheme for School education- Samagra Shiksha since 2018-19. The scheme treats school education holistically, in a continuum from pre-primary to class XII and provides support for the implementation of the RTE Act. The Schemehas been aligned with the recommendations of the National Education Policy (NEP) 2020 and aims to ensure that all children have access to quality education with an equitable and inclusive classroom environment which should take care of their diverse background, multilingual needs, different academic abilities and make them active participants in the learning process. The new/upgraded schools and the number of residential schools/hostels [upgraded Kasturba Gandhi Balika Vidyalayas (KGBVs) and functional Netaji Subhash Chandra Bose Awasiya Vidyalaya (NSCBAVs)] under the Samagra Siksha Abhiyan, State/UT wise, is at Annexure. (b) & (c): ICT and Digital Initiatives component of Samagra Shiksha covers Government and Aided Schools having classes VI to XII. Under this component financial assistance is provided for establishing ICT Labs and Smart Classrooms in schools. The State/UT wise details of functional ICT Labs and Smart Classrooms is at Annexure. (d) & (e): The Samagra Shiksha Scheme has been aligned with NEP 2020 with focus on improving the quality of education and educational outcomes through various measures such as introduction of new pedagogical and curricular structure (5+3+3+4), Early Childhood Care and Education (ECCE) and Foundational Literacy and Numeracy (FLN), among others and covers the entire continuum of education from 3 years of Balvatika (preschool) to class 12. Under Samagra Shiksha, financial assistance is also provided to the States and UTs to improve the performance of students, increase enrolment rate, reduce dropout rate and improve learning outcomes and for Universalization of School Education including opening/strengthening of new schools upto senior secondary level, construction of school buildings & additional classrooms, development/strengthening of school infrastructure in northern border areas under Vibrant Village Programme, setting up, up-gradation and running of Kasturba Gandhi Balika Vidyalayas, setting up of Netaji Subhash Chandra Bose Avasiya Vidyalayas, reimbursement under RTE Act, various qualitative components, strengthening of teacher education and strengthening of DIETs/BRCs/CRCs, provision of ICT and digital interventions. Financial assistance is also provided for construction of toilets; sanitation facilities and drinking water for students, free uniforms to eligible children atelementary level, free text books at elementary level and undertaking enrolment & retention drives. Support is also provided through special training for age-appropriate admission of Out of School Children and for the training of residential as well as non- residential older children. The provision of seasonal hostels or residential camps, special training centres at worksites, transport/ escort facility are also available for bringing Out of School Children to the formal schooling structure. For out of school children at 16 to 19 years of age, support is provided to Socio-Economic Disadvantaged Group (SEDG) children, upto ₹ 2000 per child per grade to complete their secondary/senior secondary levels through NIOS/SIOS. Also, Bridge Course Modules have been developed by National Council of Educational Research and Training (NCERT) for bridging the learning gaps of Out of School Children studying in Special Training Centers (STC) under the provision of RTE Act, 2009. Under the PM POSHAN Scheme, one hot cooked meal is served to students studying in Bal Vatika and Classes l-VIII in Government and Government aided Schools on all school working days. Under National Means-cum-Merit Scholarship Scheme, scholarship is awarded to meritorious students of economically weaker sections to arrest their drop out at class VIII and encourage them to continue the study at secondary stage. (f): Under Samagra Shiksha, there is a dedicated component for Inclusive Education for Children with Special Needs (IE for CwSN), to ensure full equity and inclusion such that all children with special needs are able to fully participate in schools. The scheme aims to look at education of CwSN in a continuum from pre-school to class XII. The scheme covers all CwSN with one or more disabilities as mentioned in the Schedule of disabilities of the Rights of the Persons with Disabilities (RPwD) Act, 2016. Under IE component of Samagra Shiksha financial assistance @ ₹ 3500/- is provided for supporting the education needs of all the enrolled CwSN and the ones receiving home-based education services from pre-primary to class XII. An amount of ₹ 200/- per month for 10 months (₹ 2000/- PA), through Direct Benefit Transfer, is given to CWSN girls as stipend to encourage them to come to school.
