Parliament Question: Upgradation of Schools under PM-SHRI and PM-POSHAN Schemes

Shri Sanatan Pandey: Shri Satpal Brahamchari: Shri Jai Parkash: Will the Minister of EDUCATION be pleased to state: (a) whether the Government proposes to select and upgrade more number of schools under the PM-SHRI scheme in Uttar Pradesh particularly in Ballia Lok Sabha Constituency and Haryana particularly in Sonipat and Hisar Lok Sabha Constituency thereby expanding the said scheme; (b) if so, the number of schools selected under the scheme at present in Uttar Pradesh and Haryana particularly said constituencies alongwith the future plan of action thereunder; (c) the number of schools selected under the said scheme for upgradation in Hisar Lok Sabha Constituency along with the details of the funds allocated, utilized and the academic and basic facilities developed thereunder during the last three years; (d) the number of students benefitted under the PM-POSHAN scheme in Ballia, Sonipat and Hisar Lok Sabha Constituencies during the last three years along with the details of the funds allocated and utilized thereunder, school-wise; (e) whether any complaints regarding the quality of food, kitchen infrastructure, cleanliness and timely provision of funds have been received by the Government in the implementation of the said scheme; (f) if so, the steps being taken by the Government to address the said shortcomings and to ensure effective implementation of PM-SHRI and PM-POSHAN schemes particularly in the said Constituencies; (g) whether the Government has devised or established any dedicated mechanism to ensure the quality of food, nutrition standards and regular monitoring under the said scheme; and (h) if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (c): Under PM SHRI scheme, a total of 1888 PM SHRI schools including 163 Central Government schools (88 Kendriya Vidyalayas and 75 Navodaya Vidyalayas) have been selected from the State of Uttar Pradesh. Of these, as informed by State of Uttar Pradesh, 18 PM SHRI schools are located in Ballia Lok Sabha Constituency. Further, a total of 300 PM SHRI schools including 49 Central Government schools (28 Kendriya Vidyalayas and 21 Navodaya Vidyalayas) have been selected from the State of Haryana. Of these, as informed by the State of Haryana, 18 PM SHRI schools in Sonipat Lok Sabha Constituency and 24 PM SHRI schools in Hisar Lok Sabha Constituency have been selected. The details of PM SHRI schools may be accessed on the website of PM SHRI scheme at the link: https://pmshri.education.gov.in/state.The criteria adopted by the Government for selecting the schools under the PM SHRI scheme are provided under “Selection Methodology” of the PM SHRI Framework, available at the link: https://pmshri.education.gov.in/assets/pdf/part1_pmshri.pdf. (f): The department has undertaken following steps for effective implementation of PM SHRI scheme: i. Monitoring of expenditure through a separate PRABANDH Portal (https://prabandh.education.gov.in/pmshri/) developed by NIC, enabling monitoring of utilisation and outcomes under various components approved by PAB. ii. Conduct of regular reviews with States/UTs to assess progress. iii. A dedicated PM SHRI schools activities portal (https://pmshri.education.gov.in/sqaf/activities) has been developed to capture real- timedata from schools, including student-level outcomes, infrastructure readiness, component- wise saturation, and progress on key indicators. iv. Field visits by officials for on-ground monitoring of the PM SHRI schools under the scheme. With regard to PM POSHAN, to ensure proper monitoring of food quality, nutritional standards, and related arrangements, a Block Task Force has been constituted at the block level, chaired by the Sub-Divisional Magistrate (SDM), and a District Task Force has been constituted at the district level, chaired by the District Magistrate. Additionally, the District Basic Education Officer (Basic Shiksha Adhikari) uses information gathered from IVRS calls to effectively manage the scheme. (g) & (h): PM POSHAN scheme provides elaborate monitoring mechanism i.e. Empowered Committee under the Chairpersonship of Hon’ble Union Education Minister, Programme Approval Board (PAB) under the Chairpersonship of Secretary (DoSE&L), State Steering-cum- Monitoring Committee under the Chairpersonship of Chief Secretary, District level Steering-cum- Monitoring Committee under the Chairpersonship of District Collector. The PM POSHAN Guidelines provides a District Level Committee under the Chairmanship of Senior Most Member of Parliament (MP) of the district to monitor the scheme on quarterly basis. *****
