UPGRADATION OF STATE ROADS

Will the Minister of ROAD TRANSPORT AND HIGHWAYS

be pleased to state:
(a) the criteria under which 13,065 km of State roads have been
upgraded to National Highways (NHs) and the number of kilometres
upgraded in each State, year-wise from 2014 to 2024;
(b) whether the Government justifies the disproportionate favour
shown to Andhra Pradesh in NH conversions while several
backward and border States continue to suffer from chronic
underinvestment and if so, the details thereof;
(c) the total budget allocated/funds utilised under the National
Highways Authority of India (NHAI) and other schemes during the
last five financial years, State-wise;
(d) the manner in which the funds allocated for NHs are being
diverted post-conversion of State roads and the status of current
fund utilisation; and
(e) whether any inter-ministerial committees related to these NH
conversions have been formed for scrutiny and if so, the details of
the committee reports, if not, the details of action taken thereon?
ANSWER
THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS
(SHRI NITIN JAIRAM GADKARI)(a) to (e) State roads are declared as National Highways (NHs)
from time to time on the basis of well-established broad principles,
including: -
i. Connecting adjacent countries, National Capital with State
Capitals / one State Capital to another State Capital, major
ports and ports prioritised for development by the Ministry
of Ports, Shipping & Waterways, large industrial centers or
tourist centers.
ii. Roads having important strategic requirements.
iii. Arterial roads which enable sizeable reduction in travel
distance and achieve substantial economic growth.
iv. Roads which help in opening up large tracts of backward
area and hilly region.
v. Synergy with PM GatiShakti National Master Plan (NMP).
The Government receives proposals from various State
Governments / Union Territories (UTs), including from the State of
Andhra Pradesh as well as backward and border States, from time
to time, for declaration / upgradation of State roads as new NHs.
State / UT – wise details of State Roads, including greenfield
stretches, notified as NHs in the country, including the State of
Andhra Pradesh as well as backward and border States, during the
period from April, 2014 to March, 2025 are at Annexure-I.
Development and maintenance of NHs is a continuous
process. Works on notified NHs are accordingly taken up based on
the traffic density, connectivity requirement, condition of the road,
inter-se priority and synergy with PM GatiShakti NMP.

incurred towards development and maintenance of NHs including
the funds released to National Highways Authority of India (NHAI)
during each of the last five years are at Annexure-II.ANNEXURE-I
