DELKAR KALABEN MOHANBHAI: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the current status of implementation of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) Scheme through upgraded Industrial Training Institutes in Madhya Pradesh, Union Territories of Dadra and Nagar Haveli and Daman and Diu; (b) the details of institutional framework adopted for setting up and functioning of Special Purpose Vehicles (SPVs) in partnership with anchor industries for the co-management of ITI clusters in Madhya Pradesh, Union Territories of Dadra and Nagar Haveli and Daman and Diu; (c) the methodology adopted for curriculum restructuring and introduction of new trades in line with labour market demand and specific regional capabilities of Madhya Pradesh, Union Territories of Dadra and Nagar Haveli and Daman and Diu; and (d) the capacity building measures taken under PM-SETU including upgradation of National Skill Training Institutes of Madhya Pradesh, Union Territories of Dadra and Nagar Haveli and Daman and Diu as Centres of Excellence? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) The Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme envisages to enhance the overall quality and relevance of vocational training with upgraded labs, machines, and industry-aligned curriculum in the country including State of Madhya Pradesh/ Union Territory (UT) of Dadra and Nagar Haveli and Daman and Diu. The key objectives of the scheme are as under: i. To improve the quality of training delivery in Industrial Training Institutes (ITIs) and National Skill Training Institutes (NSTIs); ii. To modernize infrastructure and equipment as per industry standards; iii. To introduce industry-aligned long-term and short-term courses, especially in new and emerging sectors; iv. To strengthen industry linkage for demand-driven skilling and better employment outcomes; and v. To enhance the capacity of NSTIs for training of trainers.The scheme comprises of two components: i. Component I – Upgradation of 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs. ii. Component II – Capacity Augmentation of five NSTIs located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana, including setting-up sector-specific National Centres of Excellence for skilling, with focus on advanced training of trainers with global partnership. The National Steering Committee (NSC) for PM-SETU has approved six (6) Strategic Investment Plans (SIPs) submitted by Anchor Industry Partners (AIPs), comprising three from Telangana, one from Andhra Pradesh, one from Odisha and one from Gujarat. The details of the approved clusters, are provided in Annexure I. Madhya Pradesh has identified twenty (20) clusters, comprising 20 Hub ITIs and 81 Spoke ITIs, under the PM-SETU Scheme. The State of Madhya Pradesh has floated a Request for Proposal (RFP) for inviting industry proposals. At present, no proposal or Strategic Investment Plan (SIP) from the State is pending for consideration or approval before the National Steering Committee (NSC). The UT of Dadra and Nagar Haveli and Daman and Diu has identified One (01) cluster, comprising one (01) Hub ITIs and three (03) Spoke ITIs, under the PM-SETU Scheme. At present, no proposal or Strategic Investment Plan (SIP) from the State is pending for consideration or approval before the National Steering Committee (NSC). (b) The selection criteria for Government ITIs to be included in a cluster is decided by the respective States/UTs in consultation with industries, ensuring alignment with emerging skill needs, local industrial potential, and collaborative ownership by both States and industry stakeholders. States/UTs, through their respective State Steering Committees for PM-SETU, have the flexibility to fix minimum eligibility criteria (such as turnover and number of employees) for industry participation at the Expression of Interest (EoI)/ RFP stage, while ensuring participation of credible Anchor Industry Partners (AIP). Under the PM-SETU scheme industry-led Special Purpose Vehicles (SPVs) leads the upgradation and be empowered to propose necessary interventions relating to curriculum redesign, training delivery models, infrastructure upgradation and industry exposure, in alignment with local industry needs and the Scheme guidelines. The SPV's facilitate Preparation and implementation of an approved SIP, along with Annual Operational Plan (AOP) for each year. (c) The curriculum review and revision process is a continuous and need-based exercise aimed at ensuring alignment with technological advancements and evolving industry requirements. The evaluation involves assessment of existing curricula with respect to emerging technologies, changing occupational standards, industry demand, employability trends, apprenticeship requirements, training outcomes, and feedback received during implementation. The curriculum revision process involves extensive consultations with concerned stakeholders including State Governments/UT Administrations, industry representatives, Sector Skill Councils (SSCs), NSTIs, subject matter experts, academia, employers, implementing agencies and other concerned Ministries/ Departments, wherever required. Based on the evaluation and stakeholder consultations, curricula are revised to incorporate new technologies, Industry 4.0 applications, Artificial Intelligence (AI), Internet of Things (IoT),automation, green and renewable energy technologies, electric mobility, digital skills, entrepreneurship, workplace safety, environmental sustainability and outcome-based learning. (d) Since the approval of the scheme, i.e. 7th May, 2025 till date, a total of 1136 candidates have been trained under the Capacity Building initiative of PM-SETU, out of which 46 candidates are from Government ITIs of Madhya Pradesh.
