Upliftment of Persons with Disabilities in Andhra Pradesh
4259. Shri G M Harish Balayogi:
Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the number of beneficiaries under various Central Government schemes for the empowerment
and upliftment of Persons with Disabilities (PwDs) during the last three years, scheme,
State/UT-wise and district-wise for Andhra Pradesh, especially Konaseema district;
(b) the number of assistive devices distributed, financial aid given, distribution camps held
during the last three years, State, UT and district-wise in said State, especially in the said district;
(c) whether the Government has received any proposals from the said State for conducting
regular camps to distribute assistive devices to PwDs, if so, the details thereof;
(d) the details of the funds allocated, released and utilized under all schemes for the welfare of
PwDs during the last three years, scheme, State, UT and district-wise; and
(e) the details of the steps undertaken by the Government to impart skill development and
vocational training to PwDs, particularly in Amalapuram Lok Sabha Constituency in the said
State?

(a) to (e) :- Relief to the disabled is a State subject by virtue of entry 9 of the State List of the
Constitution of India. However the Central Government supports the Divyangjan welfare, skill
development and inclusive, accessible India through its various schemes and major initiatives
which inter alia include- Assistance to Persons with Disabilities for Purchase/ Fitting of Aids and
Appliance (ADIP), Deendayal Divyangjan Rehabilitation Scheme (DDRS), Scholarship Schemesfor Students with Disabilities and SIPDA (Scheme for Implementation of the Rights of Persons
with Disabilities Act, 2016) scheme including National Action Plan for Skill Development of
Persons with Disabilities, UDID and AIC (Accessible India Campaign)/BFE (Barrier Free
Environment) etc.
Under the ‘Assistance to Persons with Disabilities for Purchase/Fitting of Aids/Appliances
(ADIP) scheme, funds are released to various Implementing Agencies for purchase/fitting of
various types of aids and assistive devices to eligible Divyangjan.
The National Action Plan for Skill Development of Persons with Disabilities (NAPSDP) is
being implemented to enhance skills of Persons with Disabilities, to enable them to have gainful
employment and to become self reliant, productive and contributing members of society. Under
the scheme, skill training is imparted to persons with disabilities, in the age group 15 to 59 years,
through various Government and non government organizations empanelled as training partners.
NAP-SDP scheme is demand driven and funds are released on the basis of proposals received
from empanelled training partners. During the last three years, no skill trainng programme under
NAP-SDP has been conducted in Amalapuram Lok Sabha Constituency or Konaseema district in
Andhra Pradesh.
During the last three years, 12,188 PwDs have been trained under NAP-SDP with an
expenditure of 27.85 crore.
The number of beneficiaries covered, distribution camps held, details of funds allocated
and released/utilized under various schemes for the empowerment and upliftment of Persons
with Disabilities (PwDs) during the last three years , including Andhra Pradesh especially
Konaseema district, is at Annexure.
