Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the concrete steps taken under the Pradhan Mantri Awas Yojana-Urban to provide affordable, safe and quality housing to the urban poor, low-income groups and middle-income groups;
(b) whether uniform, transparent and timely implementation of the scheme is being ensured in all States and urban local bodies; and
(c) if so, the number of approved, completed and pending housing units, the amount allocated and spent and the details during the last three years, State-wise and year-wise? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)
(a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to all eligible urban beneficiaries across the country. The scheme period of PMAY-U has been extended up to 30th September 2026 for completion of under-construction houses and release of funds through SNA-SPARSH module.
Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries belonging to Economically Weaker Section (EWS), Low Income Group (LIG) and Middle Income Group (MIG) categories in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).
PMAY-U and PMAY-U 2.0 adopts a demand driven approach wherein States/Union Territories (UTs) assess the requirement through their Urban Local Bodies (ULBs)/Implementing Agencies in their respective jurisdictions. Eligible citizens are also allowed to apply through Unified Web Portal of PMAY-U 2.0 with all details on the portal. States/UTs/ULBs validate the beneficiaries as per the eligibility criteria of the scheme guidelines and selection/scrutiny of beneficiary lists are done by the States/UTs. The Scheme Guidelines and Unified Web Portal for submitting the online applications
can be accessed through https://pmay-urban.gov.in. Based on the demand survey and selection of beneficiaries, the project proposals are prepared and approved by the State Level Sanctioning and Monitoring Committee (SLSMC) headed by the Chief Secretary of States/UTs for further consideration of release of Central Assistance by the Central Sanctioning and Monitoring Committee
(CSMC).
As per the scheme guidelines, houses constructed should conform to the building safety and design standards provided in National Building Code (NBC) and other relevant Bureau of Indian Standards
(BIS) codes. Mission also promotes use of resource efficient, climate responsive, disaster resilient, eco-friendly and sustainable building materials, technologies and processes to provide thermal comfort, reduce energy use and environmental impact. For effective monitoring of the quality and durability of houses sanctioned under the PMAY-U, the Third Party Quality Monitoring (TPQM) of all the ongoing projects under the Scheme is mandatory. On the basis of the reports on the quality of houses from such Agencies, States and Urban Local Bodies (ULBs)/Implementing Agencies (IAs) take both preventive and curative measures to ensure that standard quality houses are constructed under the PMAY-U.
…2/--2- To ensure transparency and accountability, the Mission uses various measures in implementation of the scheme. A comprehensive and robust MIS system has been developed which helps all stakeholders to seamlessly manage information pertaining to physical and financial progress. The MIS is equipped with Geo-tagging features and integrated with BHUVAN Portal of National Remote Sensing Centre
(NRSC) and BHARAT MAP of National Informatics Centre (NIC) for monitoring the progress of construction of houses. MIS has also been integrated with UMANG Mobile App, NITI Aayog Dashboard and DBT Bharat Portal for dissemination of information. To ensure that benefits go only to the genuine beneficiaries, various linkages have been placed such as UIDAI for Aadhar validation of beneficiaries and GIS based Central MIS etc.
Based on the project proposals submitted by States/UTs, a total of 125.15 lakh houses, including
13.67 lakh under PMAY-U 2.0, have been sanctioned by the Ministry, so far across the country.
Of the sanctioned houses, 116.57 lakh houses have been grounded; of which 97.30 lakh are completed/delivered to the beneficiaries as on 02.03.2026. Details of houses sanctioned, grounded and completed, and funds sanctioned, released and utilized, state-wise and year-wise, during the last three years are at Annexure - I and Annexure - II respectively. The progress of the scheme can also be accessed on the PMAY-U dashboard (https://dashboard.pmay-urban.gov.in).
The Ministry conducts regular review meetings with States/UTs to monitor the progress of scheme implementation and to expedite submission of requisite compliances for subsequent release of funds, as well as for completion of sanctioned houses within the stipulated timelines.
