URBAN HOUSING PROJECTS UNDER PMAY-U IN PUNJAB
NO. 3126 DR. RAJ KUMAR CHABBEWAL:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has reviewed the status of urban housing
projects under Pradhan Mantri Awas Yojana - Urban (PMAY-U) and
Pradhan Mantri Awas Yojana - Urban 2.0 (PMAY-U 2.0) in Punjab and
if so, the details thereof;
(b) the details of the houses sanctioned, under construction and
completed under PMAY-U and PMAY-U 2.0 during the last three
years, city and district-wise;
(c) whether any proposals from Punjab have been approved under
PMAY-U 2.0 and if so, the details including the number of
beneficiaries and the financial assistance sanctioned thereof;
(d) the status of projects in Smart Cities of Punjab namely Amritsar,
Jalandhar and Ludhiana after closure of the Smart Cities Mission
(SCM) on 31 March 2025 indicating completed, ongoing and pending
projects along with reasons for delay, if any; and
(e) the steps taken by the Government to ensure continued financial and
technical support for urban infrastructure, affordable housing and
climate-resilient urban development in Punjab after SCM?
ANSWER

(SHRI TOKHAN SAHU)
(a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 to provide all weather pucca houses with basic civic amenities
to eligible urban beneficiaries across the country. Based on the learnings
from the experiences of implementation of PMAY-U, MoHUA has revamped
the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect
from 01.09.2024 for implementation in urban areas across the country to
support 1 crore additional eligible beneficiaries. PMAY-U 2.0 is implemented
through four verticals i.e., Beneficiary Led Construction (BLC), Affordable
Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest

Subsidy Scheme (ISS). The Scheme Guidelines may be accessed at

Based on the project proposal submitted by the State of Punjab, a total of
1.21 lakh houses under PMAY-U have been sanctioned by the Ministry, so
far. Out of which, 1.14 lakh houses have been grounded, 1.03 lakh are
completed/delivered to the beneficiaries as on 13.07.2026. Further, a total
of 37,778 houses have been sanctioned by the Ministry in Punjab under
PMAY-U 2.0 as on 13.07.2026. Out of which 16,897 houses have been
grounded and 2,700 have been completed/delivered to the beneficiaries as
on 13.07.2026.
Under PMAY-U 2.0, a total of ₹537.06 crores of Central Assistance has been
approved for the State of Punjab, of which ₹254.66 crore have been released
to the State, based on the compliances submitted by them. The city and
district-wise details of houses sanctioned, grounded and completed under
PMAY-U and PMAY-U 2.0 in Punjab during the last three years is at

The Ministry regularly conducts review of the progress of these schemes
with States/UTs including State of Punjab through video conferences, field
visits and other monitoring mechanisms to ensure effective implementation
of PMAY-U & PMAY-U 2.0 across the country including Punjab.
(d) & (e): In the State of Punjab, 3 cities viz. Amritsar, Jalandhar and
Ludhiana were selected under Smart Cities Mission (SCM). As reported by
the State as on 31.3.2026, out of a total 204 projects amounting to ₹4,485
crores, 190 projects amounting to ₹4,148 crores have been completed. With
the closure of SCM on 31.03.2025, there is no budgetary provision under the
Mission. The Government remains committed to supporting urban
infrastructure, affordable housing and climate-resilient urban development
in the State of Punjab through various ongoing flagship schemes and
institutional initiatives.
After the completion of the Smart Cities Mission (SCM), financial and
technical support continues to be extended under schemes such as PMAY-
U 2.0, Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0,
Swachh Bharat Mission–Urban (SBM-U) 2.0, and other urban development
programmes, based on the prescribed scheme guidelines and proposals
received from the State Government.
