GOVERNMENT OF INDIA MINISTRY OF FINANCE DEPARTMENT OF FINANCIAL SERVICES LOK SABHA UNSTARRED QUESTION NO. 2541 ANSWERED ON MONDAY, 09th MARCH, 2026/ 18 PHALGUNA 1947 (SAKA) Urban Infrastructure Development Fund in Assam 2541. SHRI GAURAV GOGOI: Will the Minister of FINANCE be pleased to state: (a) the total funds allocated and released to Assam under the Urban Infrastructure Development Fund (UIDF) during 2024–25 and the extent of their utilisation, city-wise; (b) the number and nature of urban infrastructure projects sanctioned, under implementation and completed so far in Assam under UIDF; (c) the specific challenges faced in the disbursement of UIDF funds and in project implementation in Assam including issues related to the capacity of Urban Local Bodies, preparation of Detailed Project Reports, land availability and inter-departmental coordination; and (d) the corrective measures taken/proposed to be taken by the Government to address these constraints, strengthen Urban Local Bodies in Assam and ensure timely and effective completion of UIDF supported projects? ANSWER MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHAUDHARY) (a) and (b) As informed by the National Housing bank (NHB), the implementing agency for the Urban Infrastructure Development Fund (UIDF), ₹ 55.45 crore was sanctioned to the State of Assam of which mobilization amount of ₹ 12.94 crore was disbursed based on the demands received from the State during FY 2024-25. The details of number and nature of urban infrastructure projects sanctioned and disbursed so far in the State of Assam under UIDF are placed at Annexure. (c) and (d) Under UIDF, the funds are disbursed to the State Governments on reimbursement basis (except mobilization advance) and the projects are submitted by the implementing agencies like Urban Local Bodies through the Finance Department of respective States. In the State of Assam, State-level Implementing Agencies/ Competent Authorities provide confirmation for land availability for the projects. Further, as informed by NHB, stakeholders meetings are organized by the Finance Department, Assam where the State-level Implementing Agencies/ Departments discuss the progress of the projects. In case of any constraints, the same are taken up for resolution. Additionally, NHB also conducts outreach programmes/ training sessions for State functionaries to create awareness about UIDF through its Regional Offices.
