URBAN INFRASTRUCTURE DEVELOPMENT IN PUNE METROPOLITAN REGION

Will the Minister of Housing and Urban Affairs be pleased to state:
(a) whether Government has examined proposals for strengthening urban governance under the Pune
Metropolitan Region Development Authority and if so, the details thereof;
(b) whether Central assistance has been provided to Pune under AMRUT and Smart Cities Mission
and if so, the details thereof;
(c) whether proposals for new municipal corporations in Pune district are under consideration and if
so, the details thereof; and
(d) the measures taken to improve urban mobility, housing and civic infrastructure in the region?
ANSWER

(a) to (d): As per the provisions of Article 243W of the Constitution, in conjunction with the Seventh
and Twelfth Schedules, matters relating to urban development fall within the purview of
States/Urban Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs (MoHUA)
provides programmatic support to the States/Union Territories (UTs) in their urban development
agenda through its various flagship Missions/Programmes viz. Atal Mission for Rejuvenation &
Urban Transformation 2.0 (AMRUT 2.0), Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U
2.0), Swachh Bharat Mission – Urban 2.0 (SBM – U 2.0), Smart Cities Mission (SCM), Urban
Transport (UT), etc.
Through these Missions/Schemes, the Central Government approves the State Plans and provides
the Central Assistance to the States. The projects are selected, designed, approved and executed
by the States/UTs and the cities. The State Governments release funds to the cities/districts.
AMRUT: The Mission launched in the year 2015 in selected 500 cities (now 485 cities including
15 merged cities) and towns across the country was focused on development of basic
infrastructure in urban areas, in the sectors of water supply, sewerage and septage management,
etc. AMRUT 2.0 was launched in the year 2021 in all ULBs/ cities, enabling the cities to become
'self-reliant' and 'water secure'. Providing universal coverage of sewerage and septage
management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Under the
Mission, States/UTs are empowered to select, appraise, prioritize and implement projects.
Under the AMRUT, the State of Maharashtra has undertaken 10 projects in the Pune Metropolitan
Region (Pune and Pimpri Chinchwad) with a total cost of ₹636.83 crore, which includes 03 water
supply projects worth ₹479.99 crore, one sewerage/septage management project worth ₹147.84
crore, and 06 green space & park projects worth ₹9 crore. Under AMRUT 2.0 so far, 09 projects
worth ₹2,491.88 crore have been approved in Pune Metropolitan Region {Pune, Pimpri
Chinchwad and Rajgurunagar (Khed) ULBs} which include 03 water supply projects worth
₹421.26 crore, 04 sewerage/septage management projects worth ₹1,435.16 crore and 02 water
body rejuvenation projects worth ₹635.46 crore.

Under AMRUT and AMRUT 2.0, funds are allocated/released/sanctioned to the States/UTs and
not City/ULBs wise. Under AMRUT, against the committed Central Assistance (CA) of ₹3,534.08
crore for projects, ₹3,356.19 crore has been released to the State. Under AMRUT 2.0, against the
committed CA of ₹9,310 crore for projects, ₹2,977.85 crore has been released/sanctioned to the
State so far.
SCM: Under the Mission, Central financial assistance of Rs. 490 Cr has been released for Pune
smart city and the same has been utilised by the city. The Mission has come to end on 31.03.2025
and there is no budgetary provision post its closure. The cities under SCM are being developed
based on Smart City Proposals (SCPs) received from States/UTs, across various sectors, viz.,
smart mobility, Water, Sanitation, Hygiene (WASH), smart governance, smart energy,
environment, etc.
SBM-U: The mission is being implemented in the ULBs to strengthen the sanitation
infrastructure. Sanitation is a state subject. It is the responsibility of States/ULBs to plan, design
and execute sanitation projects in the urban areas of the concerned States/UTs. Hence, specific
details in respect of municipal corporations in Pune district are not maintained at Ministry level.
Under SBM-U 2.0 (2021-2026), Rs.3,758.50 crores have been allocated to State of Maharashtra,
out of which action plan having central share of Rs.3,390.37 crores have been approved.

PMAY-U 2.0: ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes related to housing
for their citizens are implemented by States/UTs. However, MoHUA supplements the efforts of
States/UTs, by providing Central Assistance for pucca houses to eligible urban beneficiaries
across the country under PMAY-U since 25.06.2015.
Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has
revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from
01.09.2024 for implementation in urban areas across the country to construct, purchase and rent
a house by eligible beneficiaries at affordable cost, for one crore additional eligible beneficiaries
through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in
Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).
PMAY-U 2.0 guidelines and unified web-portal for submitting the online applications can be
accessed through https://pmay-urban.gov.in.
Urban Transport: The following metro projects in Pune Metropolitan Region have been
sanctioned by Union Government as a measure to improve the urban mobility:
