Parliament Question: Urban Infrastructure in Darbhanga

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 780 TO BE ANSWERED ON JULY 23, 2026 URBAN INFRASTRUCTURE IN DARBHANGA NO. 780 SHRI GOPAL JEE THAKUR:

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Government is implementing any special scheme for strengthening housing, drinking water supply, sewerage, drainage and urban infrastructure in the Darbhanga Municipal Corporation area in view of the rapidly increasing urban population, if so, the details thereof;

(b) the amount of funds approved and released by the Central Government during the last three years for the Darbhanga Municipal Corporation and other Urban Local Bodies in the Mithila region;

(c) the current status of houses sanctioned, under construction and completed in Darbhanga under the Pradhan Mantri Awas Yojana - Urban; and

(d) whether the Government is considering any special package or new project for developing Darbhanga as a modern, well-planned and sustainable model of urban development, if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)

(a) and (b): As per the provisions of Article 243W of the Constitution, in conjunction with the Seventh and Twelfth Schedules, matters relating to urban development fall within the purview of States/Urban Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides programmatic support to the States/Union Territories (UTs) in their urban development agenda through its various flagship Missions/Programmes viz. Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT

2.0), Swachh Bharat Mission-Urban 2.0 (SBM-U 2.0), Pradhan Mantri Awas Yojana - Urban 2.0 (PMAY-U 2.0), etc. …2/--2- Through these Missions/Schemes, the Central Government approves the State Plans and provides the Central Assistance to the States/ UTs. The projects are selected, designed, approved and executed by the States/UTs and the cities. The State Governments release funds to the cities/districts.

(c): MoHUA has been implementing PMAY-U since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to all eligible urban beneficiaries across the country, including the State of Bihar. Based on the learning from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 'Housing for All' Mission with effect from 01.09.2024 for implementation in urban areas across the country, including the State of Bihar, to support one crore additional eligible beneficiaries in next five years.

Based on the project proposal submitted by the State Government of Bihar under PMAY-U & PMAY-2.0, a total of 1,42,819 houses have been approved in the districts of Mithila region, including Darbhanga Municipal Corporation. District wise details of houses sanctioned, grounded for construction, completed and Central assistance approved & released since inception and during last three years in Mithila region (Bihar) under PMAY-U & PMAY-U 2.0 are at Annexure.

(d): No. Presently, there is no special package under consideration in MoHUA for Darbhanga. *****Annexure Annexure as referred to in reply to part (c) of Lok Sabha Unstarred Question No. 780 due for answer on July 23, 2026 regarding ‘Urban Infrastructure in Darbhanga’.
