D RAVI KUMAR: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of the total funds allocated and utilised for 100 selected Smart Cities under the Smart Cities Mission (SCM) during 2016-17 to 2024-25, city- wise; (b) the details of the funds utilised on CCTV & surveillance systems and public libraries/digital-library/reading infrastructure both in absolute terms and as a percentage of total expenditure; (c) whether the Government proposes to spend on CCTV systems disproportionately high compared to social-educational infrastructure such as libraries and if so, the new guidelines or financial provisions proposed to encourage a library-centred “Smart Learning Space” or “Smart Library” component; and (d) whether the Government is considering to include “Library & Reading Culture Promotion” as a mandatory core infrastructure category in the next phase of SCM with minimum spending norms and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) Under Smart Cities Mission (SCM), the Central Government had a total budgetary outlay of ₹48,000 Cr for the 100 cities. As on 31st July, 2025, the cities have been able to claim Central Financial Assistance of ₹47,459 Cr (i.e. 99% of the total Central Financial Assistance). The States/Union Territories are reported to have utilized ₹45,881 Cr (i.e. 97% of the total Central Financial Assistance claimed). State/ City-wise details of Central Financial Assistance claimed and utilized under SCM, since inception of the Mission, is given at the Annexure. …2/--2- (b) & (c) The objective of SCM was not the development of entire city but to follow an area-based development approach through retrofitting, redevelopment, greenfield development and a Pan-city initiative in which smart solutions are applied covering larger parts of the city. Smart City Proposals (SCPs) have been planned at the local level based on the local needs of the cities, across various sectors viz. smart mobility, Water, Sanitation, Hygiene (WASH), smart governance, smart energy and environment, etc., approved by High Powered Steering Committee (HPSC). As on 31st July, 2025, as per the information provided by the State, Integrated Command and Control Centers (ICCCs) have been established in all 100 cities with a cumulative cost of ₹11,775 Cr (7%) under SCM. 83,000 CCTV based surveillance systems has been provisioned in 100 cities that have been integrated with ICCCs based on the local needs.
