ADVPRIYASAROJ: SHRIPUSHPENDRASAROJ: Will the Minister of PANCHAYATIRAJ be pleased to state: (a) the total Finance Commission grants released and utilised by Gram Panchayats and Urban Local Bodies and the status of utilisation certificates furnished during the last five years, year andState-wise,particularly for Uttar Pradesh; (b) the number of local bodies reporting delayed utilisation, substantial unutilised balances or incomplete works under these grants and the reasons identified in Central reviews, State-wise andparticularlyfor Uttar Pradesh; (c) the key findings of inspections or performance reviews regarding gaps in planning, technical sanction andexecutioncapacity at the Panchayatlevel; (d) the extent of integration of Panchayats with e-Gram Swaraj and Audit Online platforms and compliance with mandatory online accounting and audit requirements, State-wise and particularlyfor Uttar Pradesh; and (e) the corrective monitoring and capacity-building measures introduced to ensure transparency, timelyutilisation andaccountabilityof FinanceCommission grants? ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRIRAJIVRANJAN SINGH ALIAS LALAN SINGH) (a) & (b): The State-wise details of grants released under the Fifteenth Finance Commission to Rural Local Bodies (RLBs) of all the States, including Uttar Pradesh, during the last five years (FY2020-21 toFY2024-25) are givenat Annexure-I. As per the Operational Guidelinesfor implementation of 15th Finance Commission grants to Rural Local Bodies (RLBs) issued by the Department of Expenditure, Ministry of Finance vide letter dated 14.07.2021, grants are released to the States in two instalments in every financial year. States are required to submit a Grant Transfer Certificate, in the prescribed 1proforma, inrespect of the previousinstalment releasedtothe State for considering the release of the next instalment. Submission of separate UtilizationCertificate isnot requiredinthismatter. (c): In terms of Entry No. 5 of List-II (State List) of the 7th Schedule of Constitution of India, Panchayats, being local-government, are within the purview of the States. Accordingly, all matters relating to Panchayats come within the purview of State Governments and information relatedtoinspectionsor performance reviews of Panchayatsisnot maintainedcentrally. (d) & (e): Ministry manages eGramSwaraj webportal (https://egramswaraj.gov.in) since April 2020, which integrates all financial functions of Panchayats—from planning to payment in respect of all States and UTs including the State of Uttar Pradesh. The progress data obtained from this system is displayed on the portal for concurrent monitoring at the State/UT, District, and Block levels. Ministry has also integrated eGramSwaraj with the Public Financial Management System (PFMS) for Panchayats, facilitating real-time digital payments to vendors and service providers. Additionally, the AuditOnline application was launched in April 2020 to enable online auditing of Panchayat accounts and their financial management. This tool facilitates the transparent utilisation of Central Finance Commission funds and enhances Panchayat-level financial oversight. The State-wise adoption status of eGramSwaraj for the XV FinanceCommissionforFY2025-26isgivenatAnnexure-IIandtheStatewiseprogressonAudit Online for the audit period 2023-24 and 2024-25 ason 05.03.2026 is givenat Annexure-III and Annexure-IVrespectively. The Ministry has also been implementing a Centrally Sponsored Scheme of Rashtriya GramSwarajAbhiyan(RGSA)withthemajorobjectiveofCapacityBuilding&Training(CB&T) of Elected representatives, functionaries and other stakeholders of Panchayats across all States/UTsforimprovingoverallPanchayatgovernance. ***** 2Annexure-I Annexure referredtoinreplytopart (a)of theLokSabhaUnstarred Question No.2839answered on10.03.2026regardingUtilisationofGrantsbyGramPanchayats.
