Will the Minister of Women and Child Development be pleased to state:
(a) Whether the Government has allocated huge funds for safety of women in public
transport;
(b) if so, the details of funds allocated, released and utilised under the Nirbhaya Fund
across the country since its inception, State/UT-wise, project–wise, year-wise,
Ministry/Department/implementing Agency-wise along with key initiative for
women safety in public spaces and transport;
(c) the number/types of projects sanctioned under the Nirbhaya Fund during the said
period, along with their current status of implementation;
(d) whether Government has made a separate head for the Project in the Annual
Budget, if so, the details thereof and if not, the reasons therefor;
(e) whether the Ministry has undertaken any review of the utilisation and effectiveness
of the Nirbhaya Fund, if so, the key findings and corrective actions taken to
improve its implementation;
(f) whether the Government has proposed any mechanism to monitor the physical
and financial progress of said fund projects; and
(g) if so, the details thereof?

(SHRIMATI SAVITRI THAKUR)(a) & (b) Government has provided financial assistance to States/ UTs for implementation
of projects through Ministry of Road Transport and Highways for safety of women in public
transport such as Women Safety in Public Transport of Uttar Pradesh State Road
Transport Corporation(UPSRTC), Women’s safety in passenger vehicles in Bengaluru
Metropolitan Transport Corporation (BMTC), Installation of Vehicle Tracking Devices with
SoS button of Telangana State Road Transport Corporation (TSRTC), Abhayam Project of
Andhra Pradesh and State-wise Vehicle Tracking Platform(VTP). The State/ UT-wise,
project–wise, year-wise, Ministry/ Department/ implementing Agency-wise, details is at
Annexure-I.
(c) The Projects under Nirbhaya Fund have features like direct impact on safety and
security concerns of women, provision of optimum use of existing infrastructure, innovative
use of technology, provision for real time intervention as far as possible, such as CCTVs
for safety of women which ensures real time monitoring of footage and quick response.
In addition, the Central Government has provided financial assistance to States/ UTs for
implementation of various measures through projects such as Emergency Response
Support System(ERSS), Cyber Crime Prevention against Women and Children(CCPWC),
Safe City Project in 8 major cities namely Ahmedabad, Bengaluru, Chennai, Delhi,
Hyderabad, Kolkata, Lucknow and Mumbai, One Stop Centres (OSCs), Universalisation of
Women Helpline(WHL), Women Help Desks (WHDs) in police stations, Anti Human
Trafficking Units(AHTUs), Central Victim Compensation Fund(CVCF), Strengthening of
DNA analysis, cyber forensic and related facilities in State Forensic Laboratories(SFSLs),
Setting up Fast Track Special Courts (FTSCs) including exclusive POCSO courts to
dispose of cases pending trial under rape and POCSO Act, etc. The list of projects
appraised under Nirbhaya Fund is at Annexure-II.
(d) Every year, depending on the requirements, Government allocates funds in the
Annual Budget for transfer to the Public Account of Nirbhaya Fund. Further, every Central
Ministry/ Department/ Implementing Agency (IA) has a dedicated budget head in their
Detailed Demand for Grant for provision of funds as per requirement, for release to the IAs
for implementation of the ongoing projects as well as for the new projects appraised by the
Empowered Committee of Officers (EC) during the financial year and approved by the
Competent Financial Authority (CFA).
(e) to (g) The EC constituted under the Framework for Nirbhaya Fund initially appraises
and recommends the proposals for funding under Nirbhaya Fund. The projects/ schemes
under Nirbhaya Fund generally have staggered implementation schedule. Upon appraisal
of a project/ scheme by the EC, the concerned Ministry/Department take approval of the
Competent Financial Authority (CFA) as per the laid down procedure and release fund to
the implementing agencies for implementation of the scheme/ project, as per the
requirement. The EC also broadly reviews the physical and financial status of approved
projects from time to time, in conjunction with the Ministries/ Departments/ Implementing
agencies concerned. Further, implementing agencies both at Central and State Government
levels also review the progress of implementation at their level.
