SHRI KALIPADA SAREN KHERWAL: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the number of sanctioned posts, posts in position and vacancies including reserved posts across categories in the Ministry of Housing and Urban Affairs; (b) the details and the number of vacancies in the Ministry and its Departments, including reserved posts, since 2014, year and category- wise; and (c) the details and the number of contractual employees hired since 2014, year and category-wise? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) & (b): The Ministry of Housing and Urban Affairs (MoHUA) is manned by officers/officials belonging to All India, other Organized and General Civil Services etc. The postings, transfers and promotion orders issued by the respective Cadre Controlling Authorities, from time to time, are implemented by this Ministry. At present, in this Ministry, 1068 posts are filled up, against the sanctioned strength of 1325. As regards vacancies and hiring of employees since 2014, it is informed that occurrence and filling up of vacancies is a continuous process. The vacancies reported by this Ministry to the respective Cadre Controlling Authorities, are filled up by them, in compliance with the Reservation norms/guidelines of Government of India. However, the vacancies that arise in the cadre of Central Public Health and Environmental Engineering Organization (CPHEEO) and Multi-Tasking Staff (MTS) are maintained by this Ministry as these posts are directly filled up by MoHUA, through Union Public Service Commission (UPSC) and Staff Selection Commission (SSC), respectively. …2/--2- In CPHEEO, the sanctioned strength is of 17 officers/staff against which 12 officers/staff are in position. As regards the post of MTSs in MoHUA, 64 MTSs are in position against the sanctioned strength of 81. The details of vacancies reported since 2014 in CPHEEO and in the post of MTSs in MoHUA, are given in Annexure-I.
