(a) the total number of sanctioned posts in National Institutes of Technology (NITs)
and Indian Institutes of Technology (IITs), Super Specialties and Medical
Institutions across the country;
(b) whether a large number of posts including reserved categories are lying vacant in
aboveinstitutions;
(c) if so, the details thereof;
(d) the steps taken by Government to fill vacant posts during the last three years;
(e) whether any special drive conducted to fill up the reserved category seats; and
(f) if so, the details thereof?

(a) to (f): Thirty-one National Institutes of Technology (NITs),Indian Institute of
Engineering Science and Technology, Shibpur (IIEST), and twenty-three Indian Institutes of
Technology (IITs) are presently functioning in the country as autonomous Institutions of
National Importance,governed by the provisions of the National Institutes of Technology,
Science Education and Research Act, 2007, and the Institutes of Technology Act, 1961,
respectively, along with the Statutes framed under the respective Acts.
The sanction of faculty and non-faculty posts in these institutions is done on the basis of
faculty-to-student ratio of 1:12 for NITs and 1:10 for IITs, as well as a faculty-to-non-
faculty ratio of 1:1.1 for both categories of institutions. This is a dynamic and continuous
process, subject to periodic review in accordance with institutional requirements.In 2019, reservation at the Associate Professor and Professor levels was introduced in
NITs and IITs, for the first time through the enactment of the Central Educational
Institutions (Reservation in Teachers' Cadre) Act, 2019. Recruitment in these institutions
is undertaken in compliance with the provisions of the said Act. This Act removes the
difficulty regarding the reservation of posts in appointment by treating University/Central
Educational Institution as a unit for the purpose of reservation instead of individual
departments. Posts reserved for a particular category can only be filled by eligible
persons of that particular category; any unfilled post belonging to any of the reserved
category will continue to be re-advertised as backlog vacancy in that particular reserved
category in next cycle(s) of recruitment until filled.
Occurring of vacancies and filling thereof is a continuous process. The vacancies arise
due to promotion, retirement, resignation, death, schemes or projects, and additional
requirements on account of enhanced students’ strength and expansion of capacity in
existing institutions.
In August, 2021, all Central Higher Education Institutions (CHEIs) under Ministry of
Education were requested to undertake special drive to fill backlog vacancies in their
institutions. From September 2022, all CHEIs have undertaken Mission Mode
recruitment drive to fill the vacancies including those of SCs, STs, OBCs, and EWS. Up
to 12.07.2025 (i.e. the date of last RozgarMela), a total number of 28,450 posts have been
filled up including 16,507 faculty positions in Mission Mode by all CHEIs. This includes
a total of 6551 posts filled up in NITs including 4223 faculty positions and a total of 7092
posts filled up in IITs including 2896 faculty positions.
Similarly, recruitment and creation of posts in Super Speciality and Medical Institutions
is an ongoing process, depending on the availability of qualified candidates, reservation
roster, the institute’s location, etc. Institutes also hire staff on a contractual or outsourced
basis as per need. To speed up filling vacancies, several steps have been taken by the
Government including setting up Standing Selection Committee at each AIIMS for
faculty recruitment, conducting Institute of National Importance Combined Entrance Test
(INI-CET) and Institute of National Importance Super Specialty (INI-SS) exams twice a
year to select Junior and Senior Residents (Academic) for AIIMS, conducting Centralized
Nursing Officer Recruitment Common Eligibility Test (NORCET) by AIIMS Delhi twice
yearly for recruitment of Nursing Officers for AIIMS and Central Government
Hospitals., and holding Common Recruitment Examination (CRE) by AIIMS Delhi for
Group B and C non-faculty posts across AIIMS and Central Government hospitals.
