Vacancies in Teacher-Training Colleges

Will the Minister of EDUCATION be pleased to state:
(a) the standards set by the National Council for Teacher Education (NCTE) and average ratio of
employed teachers to the sanctioned posts of teachers in teacher-training colleges in the country,
State-wise;
(b) whether it is a fact that the number of actual strength is less than the sanctioned posts of assistant
professors and professors in the teacher-training colleges across the country especially in Bihar;
(c) whether the educational quality and efficiency of trained teachers is adversely affected due to the
huge shortage of faculties in teacher-training colleges;
(d) whether the Government proposes to make any concrete and time-bound plan for the appointment
of assistant professors and professors on vacant posts in all teacher-training colleges in the country
as per NCTE standards, especially in the State of Bihar; and
(e) if so, the details thereof and the time by which such appointments will be made?

(a) to (e): The National Council for Teacher Education (NCTE) has laid down norms and standards
for grant of recognition to various courses offered by Teacher Education Institutions (TEIs) across
the country. Provisioning of adequate academic faculty is one of the pre-requisites for grant of
recognition to these institutions. For the purpose of ascertaining whether the recognised institutions
are functioning in accordance with norms, including maintaining appropriate quantum of faculty,
NCTE conducts inspections of institutions under the NCTE Act, 1993. Any recognized institution
contravening with any of the provision of the NCTE Act, 1993, is subject to withdrawal of recognition
of the institution. The NCTE Regulations are available in public domain at the following link: -

Trusts/Registered Societies/Private Entities, etc.
The Central Government through the centrally sponsored scheme of Samagra Shiksha, provides
financial assistances to States/UTs for physical upgradation of all 613 functional DIETs of the country
as vibrant Institutes of Excellence in a phased manner under the DIET CoE initiative. The presence
of regular and qualified academic faculty, appointed as per the extant NCTE norms, is a key parameter
and qualifier for a DIET to be selected for physical upgradation under the DIET CoE initiative.
